About This Job

Kolhapur Municipal Corporation (Kolhapur Mahanagarpalika) is recruiting Inquiry Officers on contract basis to conduct departmental inquiries of Group A, B, C, D cadre employees. Retired Group A or Group B (Gazetted) government officers aged up to 65 years can apply offline. Applications accepted from 04 March to 13 April 2026 at the Bureau Office, KMC Main Building, Kolhapur.

Kolhapur Municipal Corporation has opened applications for the post of Inquiry Officer (Chaukashi Adhikari) on a contract basis. If you are a retired government officer looking to contribute your experience in conducting departmental inquiries, this is a solid opportunity to stay professionally engaged well into your post-retirement years.

The role involves conducting departmental inquiries of officers and employees across all four cadres -- Group A, B, C, and D -- on KMC's permanent establishment. The appointment follows the Maharashtra Government's General Administration Department order dated 13 March 2025.

Key Highlights

  • Initial appointment period is 3 years, renewable every 3 years based on performance review
  • Maximum tenure extends up to age 70 -- giving you potentially several years of meaningful work
  • Payment on per-case basis as a lump sum amount, decided as per government rules or by the Commissioner/Administrator
  • Honorarium paid within 15 days of submitting the inquiry report
  • Each Inquiry Officer can handle up to 12 cases simultaneously
  • Quarterly progress reports must be submitted to the Commissioner/Administrator, even if no cases are pending
  • No new cases will be assigned within 6 months before turning 70

What the Role Involves

As an Inquiry Officer, you will be responsible for conducting fair and transparent departmental inquiries of KMC employees across all cadres. You will need to prioritize cases -- court-related cases and cases of employees retiring within one year come first, followed by general cases. You must complete each inquiry and submit your report to the Commissioner/Administrator within 6 months of accepting the case, with a possible 3-month extension in exceptional circumstances.

Important Conditions to Know

  • Strict confidentiality is mandatory -- you cannot disclose any documents, information, or evidence related to inquiry cases
  • Conflict of interest declaration required -- you must submit an affidavit confirming no direct or indirect connection to the case or the person under inquiry
  • No honorarium for defective reports -- if the Administrator/Commissioner finds the inquiry report to be defective after review, payment will not be made
  • The Commissioner/Administrator can terminate services at any time without notice or reason

Documents You Will Need

  • Retirement order confirming retirement from Group A or Group B (Gazetted) government service
  • Last pay certificate showing Grade Pay of 5400 (6th CPC) or Pay Level S-20 (7th CPC) at retirement
  • Medical fitness certificate from the District Civil Surgeon (Jilha Shalya Chikitsak)
  • Service record showing no departmental inquiry or judicial proceedings during or after service
  • Self-declaration that you are not engaged in any other service or business that could interfere with inquiry work
  • Age proof confirming age does not exceed 65 years on the date of notification

Responsibilities

  • Conduct departmental inquiries of officers and employees across Group A, B, C, and D cadres of Kolhapur Municipal Corporation
  • Handle up to 12 inquiry cases simultaneously
  • Prioritize court-related cases, cases of employees retiring within one year, and then general cases
  • Complete inquiry proceedings and submit detailed report within 6 months of case acceptance
  • Submit quarterly progress reports to the Commissioner/Administrator
  • Maintain strict confidentiality of all documents, information, and evidence related to inquiries
  • Submit affidavit declaring no conflict of interest for each assigned case
  • Hand over all records, documents, and case files to the Commissioner/Administrator upon completion
