Kerala Public Service Commission (Kerala PSC) Lower Division Clerk Recruitment 2026 - 1 Post

Kerala Public Service Commission (Kerala PSC) has released the Fourth NCA Notification (Notification of Community Allocation, Category No. 113/2026) for the post of Lower Division Clerk at COIRFED (Kerala State Co-operative Coir Marketing Federation Limited), specifically under the Scheduled Caste (SC) community quota. This single vacancy comes from the Ranked List published on 23 March 2023 under the original notification (Category No. 070/2021), and it remains open until an SC candidate is finally appointed. Kerala PSC has already issued three earlier calls for this same SC-quota vacancy — on 30 October 2023, 30 December 2024 and 30 August 2025 — but could not find enough eligible candidates each time. Only regular employees of COIRFED's affiliated member societies who belong to the SC community are eligible to apply; this is not a general public recruitment.

Who Can Apply?

• Service: You must have at least 3 years of regular service in any cadre in a Member Society affiliated to COIRFED, and you must remain in service of that society both on the date of application and on the date of appointment to the new post.
• Qualification: A Degree in Commerce, or a Degree of a recognized university with Co-operation as a special subject, OR a B.A./B.Sc./B.Com (3-year) degree plus HDC (or an equivalent Co-operative Training Certificate/JDC from the National Council for Co-operative Training), OR a B.Sc. in Co-operation and Banking from Kerala Agricultural University.
• Computer Skills: A certificate in Computer Application/Data Entry recognized by the Government of Kerala or Government of India.
• Category: This post is reserved for Scheduled Caste (SC) candidates from COIRFED member societies. If no eligible SC candidates apply, Scheduled Tribe (ST) candidates will be considered instead.
• Equivalent Qualifications: If you hold a qualification recognized by the Government as equivalent to (or higher than) the ones listed above, that will also be accepted — but you must produce the relevant Government order when asked.

Age Limit

• You should be between 18 and 50 years old. Only candidates born between 2 January 1976 and 1 January 2008 (both dates included) can apply for this post.
• The usual age relaxation rules for other reserved categories do not apply to this particular post.

Salary

• Selected candidates will get a salary of Rs. 14,140 to Rs. 27,940 per month.
• You will also get DA, HRA and other allowances as per COIRFED and Kerala government rules.
• On appointment, you will serve a probation period of 1 year, to be completed within a continuous period of 2 years.

Application Fee

• All Candidates: No fee — Kerala PSC does not charge any application fee for this post.

Selection Process

This vacancy is filled from the Ranked List already prepared for this post under the SC community quota. The process includes:

1. Application Screening: Kerala PSC checks that you are a regular employee of a COIRFED member society and belong to the SC community. Applications from candidates outside these criteria will be rejected without individual notice.
2. Written/OMR/Online Test (if applicable): If a test is required as part of this selection, you must confirm through your PSC profile and download your admission ticket in the last 15 days before the test date. Candidates who don't confirm in time will be rejected.
3. Document Verification: You need to submit your Service Certificate (issued by the Assistant Registrar, Co-operative Department), community certificate and educational certificates. If your caste/community details differ between your application and your SSLC book, you must produce a Gazette Notification along with a Non-Creamy Layer/Community Certificate at verification.
4. Inclusion in Ranked List: Eligible candidates are added to the Ranked List and advised for appointment against the SC-quota vacancy as and when it opens up.

How to Apply

1. Log in to your existing profile at keralapsc.gov.in using your One Time Registration (OTR) User ID and password.
2. Click on the 'Apply Now' button for Category No. 113/2026 in the Notification Link — do not create a new profile if you already have one.
3. Check that your profile details, photograph and community details are correct and up to date before final submission.
4. Upload your Service Certificate from the Assistant Registrar (General), Co-operative Department, along with your Aadhaar details if you have one.
5. Submit your application before the deadline. Applications are provisional and cannot be edited after submission, so double-check everything first.
6. Keep a printout or soft copy of your submitted application for future reference.
