Kerala PSC has released a special recruitment notification, known as the First NCA (Notification for Community-wise Allotment) notification, for the post of Civil Excise Officer (Trainee) in the Kerala Excise and Prohibition Department. This round covers 4 district-specific vacancies restricted to particular reserved communities — Viswakarma, Latin Catholic/Anglo Indian, OBC and Hindu Nadar — issued because qualified candidates from these communities were not available in the earlier general recruitment. Only male candidates can apply; differently-abled and female candidates are not eligible for this post.

Who Can Apply?
- Qualification: You must have passed the Plus Two (12th) examination or its equivalent.
- Gender: This post is open to male candidates only. Female and differently-abled candidates are not eligible to apply.
- Community: You must belong to one of the four notified communities (Viswakarma, Latin Catholic/Anglo Indian, OBC, or Hindu Nadar) for the corresponding district vacancy.
- Preference is given to ex-servicemen candidates as per the notification.
Age Limit
- You should be between 19 and 38 years old — born between 2 January 1988 and 1 January 2007 (both dates included).
- Age Relaxation: Concessions are available as per the General Conditions of this notification, but the maximum age limit cannot exceed 50 years under any circumstances.
Salary
- Selected candidates will get a salary of Rs. 27,900 to Rs. 63,700 per month for the Civil Excise Officer (Trainee) post.
- Trainees also get a stipend during the basic training period, as fixed by the Government from time to time.
- You will also get DA, HRA and other allowances as per Kerala Government rules once regularised.
Physical Standards
For Male Candidates:
- Height: Not less than 165 cm
- Chest: Not less than 81 cm, with a minimum expansion of 5 cm
- Eyesight: 6/6 Snellen distant vision and 0.5 Snellen near vision in both eyes without spectacles, with no colour blindness or squint
- Endurance Test: Complete a 2.5 km race within 13 minutes
- Physical Efficiency Test: Qualify in any 5 out of 8 events — 100m race (14 seconds), High Jump (132.20 cm), Long Jump (457.20 cm), Putting the Shot (609.60 cm), Throwing the Cricket Ball (6096 cm), Rope Climbing (365.80 cm), Pull-ups (8 times), or 1500m Run (5 minutes 44 seconds)
NCC 'A', 'B' and 'C' Certificate holders get 2%, 3% and 5% weightage marks respectively. Students Police Cadet (SPC) Certificate holders and meritorious sportspersons also get extra weightage marks as per the General Conditions.

Selection Process
Selection is on a district-wise basis and includes:
- Application and Eligibility Screening: Your community, age and qualification details are checked against the notified category.
- Written/OMR/Online Test (if conducted): If a test is held as part of this selection, you must confirm your intention to write it through your profile before the admit card is issued.
- Physical Measurement: Your height and chest measurements are checked against the prescribed standards.
- Endurance Test: You must complete the 2.5 km race within the time limit.
- Physical Efficiency Test: You must qualify in at least 5 of the 8 listed events.
- Medical Examination: A Medical Officer certifies your physical fitness and eyesight standards.
- Document Verification and preparation of the district-wise ranked list.
Once selected, you will undergo basic training for a minimum of 180 working days before being appointed to the substantive post, during which you will receive a stipend.

- Submit the application and keep a printout or soft copy for your records.

Responsibilities
- Detect and prevent illicit manufacture, transport and sale of liquor and narcotic substances
- Conduct field patrols and raids under the supervision of senior Excise officers
- Assist in inspection of licensed liquor shops, bars and manufacturing units
- Maintain records of seizures, cases registered and enforcement actions
- Support investigation and documentation in excise-related offences
- Complete mandatory basic training and physical fitness requirements
- Maintain discipline and follow departmental rules of the Excise and Prohibition Department
