The Department of Telecommunications (DoT), Kerala Licensed Service Area (LSA) is looking for retired government officials to work as Consultants on contract basis. These positions are at the Group B level — covering Assistant Director (AD), Junior Telecom Officer (JTO), and Junior Engineer (Telecom) cadres. The posting locations are Ernakulam and Thiruvananthapuram in Kerala. The last date to apply is 30 April 2026.

The Department of Telecommunications, under the Ministry of Communications, Government of India, has issued notification no. F.No. DoT/KRL/E-152/Engagement of consultants/2026-27/01 dated 01 April 2026. DoT is responsible for policy formulation, licensing, and coordination for all telecom services across India. The Kerala LSA office now needs experienced retired professionals to support its operations in areas like service compliance, technology inspection, security, rural connectivity, and administration.

Vacancy Details

DoT Kerala is building a panel of consultants for the following three cadres. The exact number of posts will depend on organizational requirements:

• Consultant (Group B - AD) — Assistant Director level, Pay Level 8 of 7th CPC
• Consultant (Group B - JTO) — Junior Telecom Officer level, Pay Level 7 of 7th CPC
• Consultant (Group B - JE Telecom) — Junior Engineer (Telecom) level, Pay Level 6 of 7th CPC

Consultants can be posted at either Ernakulam or Thiruvananthapuram. You can mark your preference in the application form.

Who Can Apply?

This recruitment is only for retired government officials. You must meet the following criteria based on the post you are applying for:

Consultant (Group B - AD)

• Retired from Central Government, PSUs (including BSNL/MTNL), or Research organizations
• Must have held a post with minimum substantive grade of Level 8 of 7th CPC or equivalent IDA scale or analogous post

Consultant (Group B - JTO)

• Retired from Central Government, PSUs, or Research organizations
• Must have held a post with minimum substantive grade of Level 7 of 7th CPC or equivalent IDA scale or analogous post

Consultant (Group B - JE Telecom)

• Retired from Central Government, PSUs, or Research organizations
• Must have held a post with minimum substantive grade of Level 6 of 7th CPC or equivalent IDA scale or analogous post

BSNL/MTNL VRS 2019 optees who meet the eligibility criteria are also allowed to apply (as per DoT OM No. 1-50(1)/2018-E&C-Part(1) dated 16-May-2023).

Age Limit

• Maximum age: 64 years on the last date of application (30 April 2026)
• The contract can continue up to 65 years of age or up to 3 years total, whichever comes earlier

Salary

• You will get a consolidated monthly fee calculated as per the Department of Expenditure OM No. 3-25/2020-E.IIIA dated 09 December 2020
• The formula is: Last Pay Drawn at Retirement minus Basic Pension = Monthly Remuneration
• For example, if your last pay was Rs. 1,55,900 and your basic pension is Rs. 77,950, your monthly fee would be Rs. 77,950
• No increment or DA will be given during the contract period
• No HRA — but a transport allowance (fixed amount for commuting) is admissible
• TA/DA for official tours as per entitlement at the time of retirement
• Paid leave: 1.5 days per completed month of service

Selection Process

There is no written exam for this recruitment. The selection is based on:

1. Scrutiny of applications and documents — your application form and supporting documents will be reviewed
2. Telephonic or online interview — shortlisted candidates will be called for an interview (can be by phone or video call)
3. Assessment of knowledge and willingness — your understanding of functional requirements and readiness to work will be evaluated

A panel of selected consultants will be prepared, valid for one year. The Head of LSA will make the final decision on engagement.

Important Dates

• Notification Date: 01 April 2026
• Last Date to Apply: 30 April 2026 (by 5:00 PM)
• Contract Period: Initial 6 months, extendable up to 3 years or 65 years of age

• Handle service compliance activities including CAF audit, EMR audit, service testing, and roll-out obligations
• Assist in technology inspection of licensees' networks, advocacy, and public awareness coordination for PMWANI
• Work with the security vertical on audit, inspection, and related security tasks
• Monitor and verify telecom connectivity in rural, tribal, and hilly areas, including USO site inspections and data analysis
• Manage state co-ordination including arranging meetings with state and UT governments for ROW clearances and CBUD usage
• Prepare establishment and administrative functions such as RTI, legal matters, CPGRAMS, GeM purchases, and periodical reports
• Follow assignment instructions and go on official tours as required by the office
