DoP Technical Consultant Recruitment 2026: Overview

The Department of Pharmaceuticals (DoP), part of the Ministry of Chemicals and Fertilizers, Government of India, is hiring Technical Consultants for the Project Management Unit (PMU) of its Biopharma SHAKTI Scheme. The roles sit in the department's Pharma Policy Division in New Delhi and are whole-time contract positions — you join as a consultant, not as a government employee.

Your work will be on the funding side of drug R&D: writing calls for proposals, appraising applications, setting milestones and tracking the projects the scheme supports. If you hold a postgraduate degree in pharmacy, life sciences or biotech and have real drug development experience in industry, a CRO, academia or a government programme, this role puts that background to work at the policy level.

Posts and Disciplines

  • Technical Consultant Grade-1 (Pharma): the junior of the two grades, aimed at mid-career scientists; you support RFA drafting and handle appraisal and monitoring for the projects assigned to you.
  • Technical Consultant Grade-2 (Pharma): the senior grade for experienced R&D professionals; you take charge of one or more scheme components from start to finish.

Post-wise Duties

Technical Consultant Grade-1

You will help prepare component-wise Requests for Applications (RFAs) and plan outreach such as roadshows and webinars. You will review applications, write technical appraisal notes for the TC/PAAC, set milestones for your assigned projects, check budgets for realism, and read progress reports before recommending fund releases.

Technical Consultant Grade-2

You will be responsible for implementing one or more scheme components — writing and publishing RFAs, running technical appraisals and preparing grant agreements with legal vetting. You will also make site or virtual visits, work with the PMA and empanelled consultants, and help build SOPs, reviewer manuals and portal improvements.

Service Conditions and Caveats

  • Legal status: The contract does not create an employer-employee relationship between you and the department.
  • Tenure: One fixed year plus up to four more years, extended only if your performance is satisfactory.
  • Governing rules: Other terms follow the department's Guidelines for Hiring of Technical Consultants on contract basis, published on pharma-dept.gov.in, except for the qualification and experience set in this advertisement.
  • Desirable criteria: The department may select someone who lacks the desirable qualifications if their overall profile fits the job.
  • Nationality: Only Indian nationals can apply.

Application Submission Notes

Fill the prescribed application form from pharma-dept.gov.in/recruitment and send it in one of two ways:

  • Hard copy: by Speed Post or by hand in a sealed cover to Under Secretary (Policy), Department of Pharmaceuticals, Room No. 22020, 2nd Floor, Kartavya Bhawan-II, New Delhi – 110001, during working hours on a working day.
  • Email: to us-pharmaschemes@pharma-dept.gov.in.

Your application must reach the department by the last date. Mention the grade you are applying for in the form and attach proof of any publications or awards you list.

Responsibilities

  • Draft component-wise Requests for Applications (RFAs) and plan outreach such as roadshows, webinars and social media posts
  • Review project applications and prepare technical appraisal notes and recommendations for the TC/PAAC
  • Set measurable milestones and check proposals against regulatory, GFR and quality norms
  • Check project budgets for cost realism and co-funding, and suggest re-phasing where needed
  • Prepare and execute grant agreements after legal vetting
  • Review progress reports, make site or virtual visits, and recommend milestone fund releases or holds
  • Keep audit-ready records and help build SOPs, templates and reviewer manuals
  • Support reviewer onboarding and answer technical queries from DoP, TC and PMA
