ORGI Deputy Registrar General (Social Studies) Recruitment 2026: Overview

The Office of the Registrar General and Census Commissioner, India (ORGI), which works under the Ministry of Home Affairs, needs a senior social scientist for its Deputy Registrar General (Social Studies) post at the New Delhi headquarters. This is not an open-market job. The post is filled by a composite method: an outside officer can join on deputation or short-term contract, while the eligible departmental Assistant Registrar General is considered for promotion at the same time.

The appointment is initially for three years or until further orders, whichever comes first. If you are a sociologist or social anthropologist with long experience of community studies in government, a university or a recognised research body, this circular is written for you.

Service Conditions and Caveats

  • Deputation or contract: Only Central and State Government officers can come on deputation; candidates from non-government organisations are considered only for a short-term contract.
  • Promotion route: The departmental Assistant Registrar General (Social Studies) is considered alongside outside candidates. If that officer is picked, the post counts as filled by promotion.
  • No double route: Departmental officers in the direct line of promotion cannot be considered for deputation, and deputationists cannot be considered for promotion.
  • Deputation tenure: Your deputation here, together with any ex-cadre deputation you held just before it in the Central Government, should normally not cross three years.
  • Pay fixation: Your pay is regulated under DoPT O.M. No. 16/8/2009-Estt.(Pay-II) dated 17.06.2010, as amended from time to time.
  • Relaxation by UPSC: The Union Public Service Commission can relax the qualifications for otherwise well-qualified candidates, and the experience condition for SC/ST candidates when enough reserved-category candidates are not available.
  • Service before 2006: Regular service rendered before 1 January 2006 is treated as service in the matching 6th CPC grade pay or pay scale, except where several old scales were merged into one grade.
  • Release on selection: Apply only if your department can relieve you immediately if you are selected.
  • No withdrawal: Once you apply, you cannot withdraw your candidature later.
