The Department of Economic Affairs, Ministry of Finance has issued Vacancy Circular No. A.12011/4/2025-Admn.VI dated 20 April 2026 to fill up 6 vacant posts in the Budget Press, New Delhi. The recruitment is strictly on a deputation or deputation/absorption basis — only serving Central Government officers in the relevant pay levels can apply. Who Can Apply?

Press Assistant (Maintenance) — Level 6

• Holding analogous post on regular basis in parent cadre, OR
• 3 years' regular service in Pay Level 5 of 7th CPC
• Direct recruit qualifications (subject to trade test): Matriculation + Diploma in Electrical or Mechanical Engineering + 5 years' experience in maintaining offset press equipment
• Desirable: 3 years in offset printing machine operation and knowledge of camera/platemaking

Foreman Bindry (Supervisory) — Level 6

• Holding analogous post, OR
• 6 years' regular service in Pay Level 5, OR
• 10 years' regular service in Pay Level 4
• Direct recruit qualifications: 10th Pass + Diploma in Printing with 2 years' binding experience, OR Apprenticeship under Apprentices Act 1961 with 3 years' binding experience
• Maximum age on deputation: 56 years as on the closing date

Offset Machineman Grade II — Level 5

• Persons in analogous posts in other Government Departments or Government Press, OR
• 5 years' regular service in Pay Level 4, OR
• 13 years' regular service in Pay Level 2
• Direct recruit qualifications (subject to trade test): Matriculation + Diploma in Printing (Offset) with 3 years' practical experience on single/double colour offset machines, OR Apprenticeship under Apprentices Act 1961 with 6 years' experience on offset printing machines

Platemaker — Level 4

• Holding analogous post on regular basis, OR
• 8 years' regular service in Pay Level 2
• Direct recruit qualifications (subject to trade test): Matriculation + Apprenticeship Certificate under Apprentices Act 1961 + 3 years' platemaking experience in a press of repute

Bindry Assistant — Level 2

• Holding analogous post, OR
• 3 years' regular service in Pay Level 1
• Direct recruit qualifications (subject to trade test by Budget Division): (A) Matriculation + Apprenticeship Certificate under Apprentices Act 1961, OR (B) 12th pass + 1 year experience as Binder in a well-established printing press

Salary

• Press Assistant (Maintenance) and Foreman Bindry: Pay Level 6 (Rs. 35,400 - Rs. 1,12,400 per month)
• Offset Machineman Grade II: Pay Level 5 (Rs. 29,200 - Rs. 92,300 per month)
• Platemaker: Pay Level 4 (Rs. 25,500 - Rs. 81,100 per month)
• Bindry Assistant: Pay Level 2 (Rs. 19,900 - Rs. 63,200 per month)
• You will also get DA, HRA, TA and other allowances as per Central Government rules.

Selection Process

Selection is on the basis of:

1. Application Screening: Applications received in duplicate through proper channel will be screened by DEA.
2. Shortlisting: A panel will be prepared on the basis of CR dossiers, vigilance clearance, integrity certificate, cadre clearance, and the major/minor penalties statement of the last 10 years.
3. Trade Test (where applicable): For posts marked subject to trade test (Press Assistant, Offset Machineman, Platemaker, Bindry Assistant).
4. Final Selection: By a duly constituted Departmental Committee.

Note: Period of deputation will ordinarily not exceed three years.

• Operate and maintain offset printing machines, plate-making equipment, and bindery machines in the Budget Press
• Supervise printing and binding work for Union Budget documents and Ministry publications
• Carry out preventive maintenance and minor repairs of printing and binding equipment
• Prepare printing plates, set up colour offset machines, and ensure print quality
• Handle book binding, stitching, cutting, and finishing as per the press schedule
• Maintain logs of machine operations, consumables used, and output produced
• Follow safety guidelines and quality control standards in the printing press
• Train junior staff and apprentices in offset printing and bindery operations
