About This Job

The Central Information Commission (CIC) is hiring 5 officers on deputation for three posts — Sr. Principal Private Secretary (2 posts), Principal Private Secretary (1 post), and Hindi Translator (2 posts). These are deputation/absorption roles open to serving government officers from central and state government departments, PSUs, universities, and autonomous bodies. Central Information Commission (CIC) Recruitment 2026 — 5 Posts

The Central Information Commission (CIC) is a statutory, quasi-judicial body set up under the Right to Information Act, 2005. Based in New Delhi, CIC serves as the final appellate authority for RTI matters across all central government departments. It has released a circular dated 06 March 2026 inviting applications for five posts on deputation (including short-term contract) and absorption basis. There is no written exam — selection is based on service record and the deputation process. Only serving government employees are eligible to apply.

Who Can Apply?

All posts are filled by deputation. You must be a serving officer in the relevant grade in a Central/State Government, UT Administration, PSU, University, Recognised Research Institution, Semi-Government, or Autonomous Body/Statutory Organisation.

1. Sr. Principal Private Secretary (Level 12)

  • Holding an analogous post on regular basis in the parent cadre, OR
  • With 5 years' service in Level-11 in the Pay Matrix on regular basis in the parent cadre/department.
  • Note: Officers of Central or State Governments or Union Territories only are eligible for absorption.

2. Principal Private Secretary (Level 11)

  • Holding an analogous post on regular basis in the parent cadre, OR
  • With 5 years' service in Level-10 on regular basis in the parent cadre, OR
  • With 6 years' service in Level-8 on regular basis in the parent cadre/department.

3. Hindi Translator (Level 6)

Service eligibility (one of the following):

  • Holding an analogous post on regular basis in the parent cadre, OR
  • With 6 years' service in PB-1 (Rs. 5200-20200) + GP Rs. 2800 (Level-5 in 7th CPC) on regular basis, OR
  • With 10 years' service in PB-1 (Rs. 5200-20200) + GP Rs. 2400 (Level-4 in 7th CPC) on regular basis.

Educational qualification (one of the following):

  • Master's degree in Hindi or English with the other language (English/Hindi) as a compulsory/elective subject or medium at degree level, OR
  • Master's degree in any subject other than Hindi/English with both Hindi and English as compulsory/elective subjects or mediums at degree level, OR
  • Master's degree in any subject with Hindi or English medium and the other as a compulsory/elective subject at degree level.
  • AND a Recognised Diploma/Certificate in Translation (Hindi to English and vice versa), OR 2 years' experience in translation work (Hindi-English) in Central/State Government offices including GOI Undertakings.

Desirable: Knowledge of one regional language listed in the Eighth Schedule of the Constitution (at Matriculation level).

Age Limit

  • Maximum age: 56 years as on the closing date of receipt of applications (26 May 2026).
  • This applies to all three posts.
  • Note: Departmental officers in the direct line of promotion are not eligible for deputation. Similarly, deputationists are not eligible for promotion.

Salary

  • Sr. Principal Private Secretary: Level 12 — Rs. 78,800 to Rs. 2,09,200 per month (entry pay Rs. 78,800)
  • Principal Private Secretary: Level 11 — Rs. 67,700 to Rs. 2,08,700 per month (entry pay Rs. 67,700)
  • Hindi Translator: Level 6 — Rs. 35,400 to Rs. 1,12,400 per month (entry pay Rs. 35,400)
  • Selected officers can choose to draw their existing pay plus deputation (duty) allowance, or get pay fixed in the scale/level of the post as per DoPT rules.
  • Plus DA, HRA, and other allowances as per Central Government rules.

Application Fee

  • No application fee — this is a deputation recruitment. No fee is charged.

Selection Process (No Written Exam)

Selection is entirely through the deputation process — no written exam is held:

  1. Scrutiny of Applications: Applications are checked for eligibility (service length, grade, qualifications).
  2. Review of APAR Dossiers: APARs (Annual Performance Appraisal Reports) for the last 5 years are evaluated.
  3. Cadre/Vigilance Clearance Verification: Cadre Clearance, Vigilance Clearance, Integrity Certificate, and penalty records (last 10 years) are verified.
  4. Deputation Order: Selected officers are issued deputation orders and relieved by the parent department.

Period of deputation (including ISTC) is ordinarily not to exceed 4 years (for Sr. PPS and PPS) and 3 years (for Hindi Translator).

  2. Fill in the proforma with all required details.
  3. Get your application forwarded by your employer/cadre controlling authority with the following documents:
    • Up-to-date APAR Dossiers for the last 5 years (each page attested by an officer not below Under Secretary rank)
    • Cadre Clearance, Vigilance Clearance, and Integrity Certificate
    • Certificate of Major/Minor Penalties (if any) during the last 10 years
  4. Superscribe the envelope: "Application for the post of __________ on deputation or deputation (including short term contract)/absorption basis."

Incomplete applications or those without up-to-date APAR dossiers will not be considered. You cannot withdraw your candidature once submitted.

Responsibilities

  • Manage correspondence, scheduling, and confidential files for senior commissioners and officials
  • Take dictation and transcribe official communications with speed and accuracy
  • Coordinate meetings, hearings, and travel arrangements for the officer in charge
  • Handle incoming and outgoing dak (official mail) and maintain proper file records
  • Assist in drafting official letters, notes, and RTI-related orders and communications
  • Maintain strict confidentiality of all sensitive information and proceedings
  • Translate documents and correspondence between Hindi and English (for Hindi Translator post)
  • Prepare translated versions of RTI orders, circulars, and official documents accurately

Eligibility Criteria

Minimum Qualification

Master's degree (for Hindi Translator) / Stenographer cadre officer (for PPS/Sr. PPS) with requisite service in the pay matrix

Preferred Qualification

Knowledge of a regional language from Eighth Schedule of Constitution (for Hindi Translator)

Required Skills

Stenography, correspondence management, translation (Hindi-English) for respective posts

Allowances

DA, HRA, TA and other allowances as per Central Government rules. Officers may opt for existing pay + deputation (duty) allowance or get pay fixed in the post's pay level as per DoPT OM No.2/12/87-Estt (Pay II) dated 29.04.1988.
