VPA Senior Deputy Secretary Recruitment 2026: Overview

Visakhapatnam Port Authority (VPA) wants to fill its vacant Senior Deputy Secretary (Class-I) post, a Deputy Head of Department level position in the General Administration Department at Visakhapatnam. The post has been empty since July 2024, and VPA has re-circulated the vacancy to all Major Port Authorities. This is not an open recruitment: the post is filled by absorption through the composite method, so it suits serving General Administration officers of Major Ports who are ready to move up to Dy. HoD level.

The officer selected will be appointed on the composite method and will follow VPA's service rules and regulations, along with the terms and conditions set by the Central Government. The Recruitment Rules for the post are attached to the circular as Annexure-I, so you can check your feeder grade and years of service against them before you apply.

Service Conditions and Caveats

• APAR benchmark: selection is on merit, and your overall APAR grading must not be below "Very Good".
• No withdrawal after selection: if you pull out after the Service Selection Committee picks you, you can be debarred from Dy. HoD level selections in all Major Ports for two years. You also sign an undertaking (Annexure-IV) promising not to withdraw.
• Crucial date: your qualification and experience are judged as on the day the online portal closes, as per the Ministry's letter of 11.08.2021.
• Penalty disclosure: if any major or minor penalty was imposed on you in the last 10 years, send the details of the disciplinary case with your application.
• Ministry instructions: the Ministry of Ports, Shipping and Waterways guidelines on Dy. HoD selections have to be strictly followed by the forwarding ports.

Application Submission Notes

You fill the form on the Online Application Portal (OAP) of the Ministry of Ports, Shipping and Waterways; no application outside the OAP is accepted. Then send the printout through proper channel: your port forwards it with your APARs, vigilance clearance, NOC and the other annexures to The Secretary, Visakhapatnam Port Authority, 1st Floor, Administrative Office Building, Port Area, Visakhapatnam. Superscribe the envelope "Application for the post of Sr. Deputy Secretary (Class I) in Visakhapatnam Port Authority".

An advance copy alone does not count: your candidature is considered only if your port's forwarded set reaches VPA by 7 December 2026, about 15 days after the OAP closes. Incomplete, late or directly sent applications are rejected.
