Town and Country Planning Department Puducherry IEC Specialist Recruitment 2026 - 1 Post

The Government of Puducherry, through its Town and Country Planning Department, has released Notification No. 6999/TCP/PMAY2.0/SLTC/2026 dated 27 May 2026 for the appointment of an Information, Education and Communication (IEC) Specialist at the City Level Technical Cell in Puducherry (including Mahe region). This is a purely contract-based engagement for 2 years under the PMAY-U 2.0 scheme. Who Can Apply?

Educational Qualification

• Graduate Degree in Mass Communication, Public Relations, or Visual Communication from a recognised university.

Experience

• 3-5 years of experience in conducting knowledge management activities, developing IEC strategy, and producing high-quality visual content — preferably for government programmes.
• Experience in graphic design, professional photo and video camera handling, video editing, and social media management.

Language Requirements

• Fluency in Tamil is essential. Knowledge of Malayalam and Telugu is also desirable.
• Excellent verbal and written English with the ability to communicate effectively in a multi-cultural environment.

Preference

• Preference for residents of U.T. of Puducherry.

Age Limit

• You must be below 50 years of age as on the last date of submission of the online application (19 June 2026).
• The closing date of application is the crucial date for determining age, experience, and all related matters.

Salary

• Monthly remuneration: Rs. 50,000 per month (consolidated).
• Engagement is on a contract basis for 2 years.
• No TA/DA will be paid for attending the interview.

Selection Process

Selection will be done in 2 stages, with weightage as below:

1. Application Scrutiny: Applications will be examined by a Scrutiny Committee for eligibility (age, education, experience, documents). Shortlisted candidates will be published on the recruitment portal.
2. Personal Interview with Presentation: Shortlisted candidates will appear before the Recruitment Committee and make a presentation on their work experience, understanding of the role, proposed approach, and methodology.

Marks Weightage (Total 100 marks):

• Educational Qualification: 30%
• Experience in similar assignments: 25%
• Knowledge in local languages: 5%
• Performance in Interview: 40%

Tie-breaker: older candidate placed higher; then alphabetical order; then UG marks.

• Develop the IEC strategy and tools for implementation of the PMAY-U 2.0 scheme at the Implementing Agency level
• Prepare documentation and disseminate best practices to scheme stakeholders
• Design advertisements and outreach campaigns for the Implementing Agencies
• Organise and conduct widespread awareness campaigns across Puducherry and Mahe region
• Script and coordinate development of short films, stories, and beneficiary testimonials
• Liaise with media houses and the information and broadcasting department to promote the scheme
• Respond promptly to queries from the Ministry of Housing and Urban Affairs (MoHUA)
• Handle other related communication tasks assigned by the State Level Nodal Agency or Implementing Agencies
