The Town and Country Planning Department (TCPD), Government of Puducherry has issued Recruitment Notification TCPD202603 for appointment of a Civil Engineering Specialist on contract basis. The post is for the City Level Technical Cell covering Karaikal and Yanam under the Pradhan Mantri Awas Yojana (Urban) - PMAY(U) scheme. This is a 1-year contract with extension subject to scheme continuation and performance. Civil engineers with PG, Graduate or Diploma qualifications can apply.

Salary

The Civil Engineering Specialist for the Karaikal & Yanam cluster will receive a consolidated monthly salary based on qualification:

• Post Graduate Degree Holders: Rs. 45,000 per month
• Graduate Degree Holders: Rs. 35,000 per month
• Diploma Holders: Rs. 25,000 per month
• Consolidated salary only — no separate Medical, HRA, Transport or other allowances
• Travelling expenses for official tours will be reimbursed as per Group B officer entitlements (Level 8 pay matrix equivalent)

Selection Process (No Written Exam)

Selection is based on application weightage and interview performance — there is no written examination.

1. Application Shortlisting (80 marks weightage): Educational Qualification (25%), Experience in similar assignments (50%), Knowledge of local languages (5%)
2. Document Verification: Shortlisted candidates called in a 1:5 ratio per post for verification
3. Personal Interview (20 marks weightage): Final merit based on combined score

Final selection is based on Eligibility Criteria and performance during the Interview. Selected candidates must report for duty within 15 days of issue of appointment order.

• Provide technical guidance on civil engineering aspects of PMAY(U) housing projects in Karaikal and Yanam
• Review structural designs, drawings and Detailed Project Reports (DPRs) for housing schemes
• Monitor construction quality and progress at PMAY(U) sites
• Coordinate with implementing agencies, contractors and the Puducherry Slum Clearance Board
• Prepare technical reports, cost estimates and inspection notes
• Support the State Level Technical Cell with site-specific civil engineering inputs
• Verify completion certificates and recommend release of payments
• Attend project review meetings convened by the Chief Town Planner
