The State Selection Board (SSB), working under the Higher Education Department, Government of Odisha, has released Advertisement No. 03/2026 to fill 14 Junior Assistant (Group-C) posts in the Council of Higher Secondary Education (CHSE), Odisha, under the School & Mass Education Department. These are backlog vacancies carried forward from the earlier Advertisement No. 02/2024. This is a solid chance for Odisha graduates who want a stable clerical government job with a permanent Level-4 pay scale. Who Can Apply?

  • Qualification: Bachelor's Degree in any discipline from a recognized University, Institution or Board.
  • Computer Skill: You must have adequate knowledge of basic computer skills, backed by a certificate.
  • Domicile: You must be a citizen of India and a domicile of the State of Odisha.
  • Language: You must be able to speak, read and write Odia, and should have had Odia as a subject up to at least the Middle School / HSC standard.
  • Equivalence: If your degree is from a University, Council or Board outside Odisha, you must produce proof of equivalence and affiliation from a recognized Odisha authority.
  • Other: You must not have more than one spouse living. Serving government employees can apply but need a No Objection Certificate before document verification.

Age Limit

  • You should be between 21 and 42 years old as on 1 January 2026 (born between 1 January 1984 and 1 January 2005).
  • Age Relaxation: Candidates from SC, ST, SEBC, Women and Ex-Servicemen categories get 5 years relaxation in the upper age limit.

Salary

  • Selected candidates will get a salary in Level-4, Cell-1 of the Pay Matrix (Rs. 25,500 to Rs. 81,100 per month) under ORSP Rules, 2017.
  • You will also get DA, HRA and other allowances as per Odisha government rules.
  • This post comes under the Contributory Pension Scheme (NPS), not the old pension scheme.

Selection Process

The selection is done in three stages, for a total of 250 marks:

  1. Written Test (200 marks): 100 objective (MCQ) questions in OMR or Computer Based Test mode, to be finished in 2 hours. The paper covers General English (60 marks), General Knowledge & Current Affairs (40 marks), General Mathematics (40 marks) and Reasoning & Mental Ability (60 marks). Each correct answer gives 2 marks and each wrong answer loses 0.50 marks. Qualifying marks are 40% for Unreserved and 30% for SC & ST candidates.
  2. Computer Skill Test (50 marks): Candidates shortlisted at twice the number of vacancies (category-wise) are called for a 1-hour practical test on Windows, MS Word, Excel, PowerPoint and Access. You need at least 20 marks to qualify.
  3. Document Verification: Candidates who clear both tests must produce their original certificates.

The written test is held across five zones - Baleshwar, Brahmapur, Bhubaneswar, Jayapur and Sambalpur. The Computer Skill Test and document verification take place at Bhubaneswar. The final merit list is prepared by adding the marks of both tests, category-wise. If two candidates score the same, the tie is broken first by the aggregate percentage in the Bachelor's degree and then by date of birth, with the older candidate ranked higher. Admission to the written test stays provisional and depends on you meeting every eligibility condition at each stage.

Exam Pattern

The selection has two exams for a total of 250 marks. The Written Test has 100 questions for 200 marks and you get 2 hours to finish it. It is an objective (MCQ) test held in OMR or Computer Based Test mode.

Written Test - Subject-wise Breakdown

  • General English (up to Graduation level): 60 marks
