RITES Limited is inviting Expressions of Interest (EOI) from experienced railway professionals for empanelment as International and National Key Experts on its Azerbaijan Railway Electrification, Signaling and Telecommunication Project. You need a bachelor's degree in a relevant engineering discipline plus 5 to 15 years of experience depending on the position. RITES Limited (RITES) Empanelment of Experts for Azerbaijan Railway Project 2026 - 15 Positions

RITES Limited (RITES), a Navratna Central Public Sector Enterprise under the Ministry of Railways, has released a Request for Expression of Interest (REOI No. RITES/RI/RP/EOI/Experts/2026/01) to build a panel of experts for a Railway Electrification, Signaling and Telecommunication Consultancy Project in the Republic of Azerbaijan, for which RITES plans to submit a bid. There are 9 International Key Expert positions open to professionals of any nationality, including Indians, and 6 National Key Expert positions reserved for Azerbaijani nationals. Getting empanelled does not guarantee you a job — you will only be engaged if RITES wins the project bid and needs your specific expertise.

Position-wise Requirements

Who Can Apply?

For International Key Experts (Any Nationality):

• You need at least a bachelor's degree in a relevant engineering discipline — civil, electrical, electronics, or telecommunication engineering, depending on the post.
• You must have 3 to 7 years of work experience in Turkey, Eastern Europe, or CIS countries (the exact number varies by position — see the table above).
• Fluent or good English language skills are required for all international positions.
• Knowledge of Russian or Azerbaijani is an added advantage.
• Experience on IFI-financed infrastructure projects (World Bank, ADB, etc.) is an advantage.

For National Key Experts (Azerbaijani Nationals Only):

• You must hold Azerbaijani nationality to apply for these 6 positions.
• You need at least a bachelor's degree in the relevant engineering discipline and a minimum of 5 years of experience (10 years for Deputy Team Leader) in similar railway infrastructure projects.
• Good Azerbaijani and English language skills are required.

Age Limit

• You should not be more than 60 years old as on the date you submit your EOI Application.

Salary

• No fixed pay scale is mentioned in this notification. If your CV is shortlisted for the actual project bid, RITES will negotiate your salary individually before including you in the proposal.
• Mere empanelment as an Expert does not guarantee you a job or payment — you will only be engaged if RITES wins the Azerbaijan project bid and needs your expertise.

Selection Process (No Written Exam)

There is no written exam for this empanelment. Here's how the process works:

1. EOI Application Submission: You submit your covering letter, specific details, detailed CV, and qualification documents by email.
2. Document Screening: RITES checks that all required forms and documents (Form-I, Form-II, Form-III of Annexure-II) are complete.
3. Evaluation: RITES assesses your qualifications, experience, and capability against the requirements for the position(s) you applied for.
4. Empanelment: If you are found suitable, you are empanelled as an Expert and informed by email. Empanelment stays valid for 2 years.
5. Project-Specific Shortlisting: When RITES bids for the Azerbaijan project, your CV may be used, and you will be contacted to confirm your willingness and negotiate your salary.

3. Attach your passport copy, income tax returns of the last 3 years, and educational/experience certificates.
4. Sign all pages of your EOI Application in indelible ink.

• Coordinate interfaces between civil, electrical, signaling, and telecom contractors on the project
• Prepare technical reports and provide inputs for contract management and claims
• Ensure compliance with international standards (FIDIC, IFI safeguard policies) and project timelines
• Liaise with the client, funding agency, and project stakeholders on technical matters
