OUSSSC Constable Recruitment 2026: Overview

Odisha Uniformed Services Staff Selection Commission (OUSSSC) is running the Combined Uniformed Services (Below Graduate Level) Examination 2026, one common test that fills seven different uniformed posts in Odisha. The list covers district police constables, signal and battalion constables, fire service staff, police drivers and traffic constables. These are regular Group C posts with the state government, recruited under the OUSSSC Rules, 2025 as amended in September 2026.

The biggest share of seats is for Constable (Civil), which is a district cadre post spread over 32 police districts, the two Special Reserve Police units at Kataka and Rourkela, and the Kataka-Bhubaneswar Police Commissionerate. If you have passed Class 10 or Class 12 and can read and write Odia, at least one of these posts is likely open to you.

  • Constable OISF: you rank the four battalions in order of preference while applying.
  • Firefighter, Firefighting Driver and Driver PMT: these three posts are open only to men; women and transgender candidates can apply for the other four.
  • Driver posts: both driver posts depend on a valid driving licence held for a set period before the advertisement date.

Service Conditions and Caveats

  • Odia language: You must be able to speak, read and write Odia, backed by an M.E. School, HSC, Class 7 or equivalent Odia pass proof.
  • Employment exchange: For Constable (Civil) you must be registered in the employment exchange of the district you apply for before final submission. For the Commissionerate, the exchange must be in Kataka or Khordha district. SC/ST candidates choosing another district register at the Special Employment Exchange, Bhubaneswar.
  • Reserved quotas: Home Guards and Police Group-D employees get 10% to 20% quotas in several posts, with their own service-length and age conditions.
  • SEBC certificate: OBC or EWS certificates are not accepted in place of an SEBC certificate, and such applications are rejected.
  • Relaxation trade-off: A reserved-category candidate who uses any age, marks or physical relaxation will not be considered against an unreserved seat.
  • Disability: Persons with disability or physical deformity are not eligible for any of these posts.
  • Medical screening: Knock knee, bow legs, flat foot, varicose veins, squint, poor vision, colour blindness and speech or hearing problems lead to rejection at the medical board stage.
  • Driving duty: If you take the driving bonus marks for Constable (Civil) or OISF, you agree to drive police vehicles as part of normal duty.
  • No waiting list: The commission will not keep any reserve or waiting list after the final result.
  • Serving employees: Government and PSU staff need a No Objection Certificate from their office by document verification.

Application Submission Notes

You apply only on the OUSSSC online portal in two stages: a Basic Registration that gives you a registration number, then a Detailed Registration where you upload documents and set your post preferences. Post preferences and your three exam-district choices are locked after final submission.

You can file only one application; duplicates can be rejected. Use your own bank account for the fee, since the refund goes back to the same account. Keep a printout of the final form, as you must show it at document verification.
