National e-Governance Division (NeGD), an independent business division under Digital India Corporation (Ministry of Electronics & IT), is hiring for 9 senior tech leadership positions on contract basis for the SIDH project. National e-Governance Division (NeGD) — the body that has driven projects like DigiLocker, UMANG, Poshan Tracker, OpenForge, API Setu, Academic Bank of Credits and the Learning Management System — has released a web advertisement for 9 senior leadership roles on the SIDH (Skilling India Digital Hub) programme. The contract is initially for 3 years and is extendable based on project requirements. The place of posting is New Delhi but transferable to any NeGD/DIC project location.

Vacancy Breakdown by Position

Who Can Apply?

Technical Programme Manager (12-15 years)

• Proven experience managing complex multi-vendor technology programmes, preferably with regulated or public-facing services
• Has managed a 50+ person cross-vendor delivery programme at a product company, large SI, or govtech programme
• Familiarity with GeM procurement processes is a plus

Data Platform Lead (10-14 years)

• Strong experience owning enterprise data platforms, data lakes, ETL/ELT pipelines, and BI governance at scale
• Hands-on familiarity with Airflow, Spark, S3, Power BI or comparable stack
• Experience with DPDP-aligned data classification preferred

Cloud, Platform & SRE Lead (10-14 years)

• Deep expertise in AWS architecture, Kubernetes, Terraform, and observability stacks (Prometheus, Grafana, ELK/OpenSearch)
• Practical SRE experience defining service reliability models and capacity planning
• This is NOT a pure DevOps role — must have architectural ownership experience

Security & GRC Lead (10-14 years)

• Strong experience in security architecture, governance, risk, and compliance for environments with sensitive PII
• Knowledge of DPDP Act obligations, CERT-In guidelines, and zero-trust principles
• CISSP, CISM, or equivalent certification is a plus

UI/UX Lead (8-12 years)

• Strong UX leadership across design systems, accessibility, mobile and web platforms
• Experience with digital public services or learning platforms in India

Tech Lead / Staff Engineer (8-12 years)

• Full-stack or backend-heavy technical leader with hands-on production experience in Java Spring Boot, NestJS, React, AWS, Kubernetes
• Strong understanding of microservices architecture, API design, and DevSecOps

Senior Product Manager (10-12 years)

• Strong product leadership in multi-stakeholder environment
• Experience defining roadmaps for platforms with onboarding, transactions, search and discovery

Procurement & Contracts Manager (7-9 years)

• GeM/GFR procurement experience is non-negotiable — must have hands-on experience drafting RFPs and managing contracts on GeM
• Understanding of government financial rules, CVC guidelines, and procurement compliance

Business Analyst (3-5 years)

• 3-5 years experience in PMO, programme support, business analysis, or project coordination
• Advanced Excel/Sheets proficiency; Jira experience essential

Age Limit

• Maximum age: 55 years as on the closing date of receipt of application (18 May 2026)

Salary

The CTC range varies by position (all amounts are GST-inclusive maximum yearly budget):

• Technical Programme Manager: Up to Rs. 46,43,027 per year (~Rs. 3.86 lakh/month)
• Data Platform / Cloud / Security / Senior Product Manager: Up to Rs. 39,67,678 per year (~Rs. 3.30 lakh/month)
• Tech Lead / Staff Engineer: Up to Rs. 38,23,200 per year (~Rs. 3.18 lakh/month)
• Procurement & Contracts Manager: Up to Rs. 33,76,746 per year (~Rs. 2.81 lakh/month)
• UI/UX Lead: Up to Rs. 32,81,580 per year (~Rs. 2.73 lakh/month)
• Business Analyst: Rs. 28,61,649 per year each (~Rs. 2.38 lakh/month)

Selection Process

Selection is interview-based:

1. Application Screening: Applications are screened on qualifications, age, and relevant experience. NeGD reserves the right to set a higher threshold to limit the interview shortlist.
2. Interview: Only shortlisted candidates are invited for interview. NeGD reserves the right to not select any candidate without assigning any reason.

There is no written exam. Selection is based on screening of credentials followed by interview.

• Lead and own programme delivery, technology architecture, or specialised domains across the SIDH platform
• Govern multi-vendor delivery, RAID logs, risk registers and executive reporting cadence
• Define standards for data, cloud, security, design or procurement governance as per the role
• Coordinate with line ministries, vendors, and central government stakeholders
• Translate strategic priorities into delivery sequencing and dependency management
• Maintain a single version of programme status for the Programme Director and ministry leadership
• Mentor mid-level engineers and support PMU functions through structured documentation
• Drive compliance with DPDP Act, GFR 2017, CVC guidelines and GeM policies as applicable
