About This Job

Kalakshetra Foundation, Chennai, is hiring 1 Registrar for the Rukmini Devi College of Fine Arts on a contract basis for one year, extendable year-to-year. This post is for retired officers who served as Registrar / Joint Registrar / Deputy Registrar in universities or held Pay Level 7 posts in Central/State Government. Age must not exceed 63 years. Kalakshetra Foundation Registrar Recruitment 2026 - 1 Post

Kalakshetra Foundation, an autonomous body under the Ministry of Culture, Government of India, has released a notification for 1 Registrar post at Rukmini Devi College of Fine Arts, Thiruvanmiyur, Chennai. This is a re-employment opportunity for retired government officers with at least 20 years of administrative supervisory experience. Preference will be given to candidates with administrative experience in higher education at the level of Registrar/Joint Registrar/Deputy Registrar.

Who Can Apply?

Essential Qualifications:

  • Option A: Officers retired from the post of Registrar / Joint Registrar / Deputy Registrar of Universities, Deemed Universities or similar higher educational institutions
  • Option B: Retired officers of Central / State Government, Union Territories, Autonomous Bodies / Statutory Organizations / PSUs / institutions under Central or State Governments who held posts on regular basis at Pay Level 7, or with 8 years of regular service at Pay Level 6 of the 7th Central Pay Commission Pay Matrix or equivalent

Experience:

  • Administrative experience in a supervisory capacity for 20 years and above
  • Preference will be given to candidates with administrative experience in a higher educational institution at the level of Registrar / Joint Registrar / Deputy Registrar

Desirable:

  • Knowledge of Fine Arts and Hindi

Age Limit

  • Age must not exceed 63 years as on the closing date (20 May 2026)

Salary

  • Remuneration will be regulated as per Ministry of Finance OM No. 3-25/2020-E.IIIA dated 09.12.2020
  • The pay is a fixed monthly amount, calculated by deducting the basic pension (before commutation) from the last pay drawn at retirement
  • This amount remains unchanged during the contract period. No annual increment, DA or HRA is paid
  • Transport Allowance: Allowed at the same rate as at the time of retirement (no DA on Transport Allowance)
  • TA/DA on official tours: Paid as per entitlement at the time of retirement
  • Leave: 1.5 days per completed calendar month (unused leave lapses at end of contract)

Selection Process

Selection is based on:

  1. Screening of Applications: Eligible candidates are shortlisted based on qualification and experience
  2. Verification of Experience Certificate: Applications whose experience certificate cannot be verified with the institution last worked will be summarily rejected
  3. Interview / Final Selection: Conducted by the competent authority of Kalakshetra Foundation. The authority reserves the right to relax eligibility criteria and other terms for deserving candidates

Responsibilities

  • Supervise and monitor the work of subordinate staff at Rukmini Devi College of Fine Arts
  • Track attendance and punctuality of staff, faculty and students; notify parents about long absences
  • Arrange and coordinate staff meetings, prepare minutes and follow up on action points
  • Plan and organise workshops, lecture demonstrations and mentorship programmes
  • Handle all examination-related work: circulars, exam schedules, question paper setting, answer script collection, mark-list preparation and report cards
  • Issue no-dues certificates, hall tickets and coordinate with external examiners
  • Manage convocation arrangements, printed mark lists and issue of Diploma/Post Diploma certificates
  • Carry out any other administrative work assigned by the Director and Principal

Eligibility Criteria

Minimum Qualification

Retired officer at Registrar/Joint Registrar/Deputy Registrar level in universities OR retired Pay Level 7 officer of Central/State Government or autonomous bodies

Preferred Qualification

Administrative experience in a higher educational institution at Registrar/Joint Registrar/Deputy Registrar level; knowledge of Fine Arts and Hindi
