JBVNL Second Member Recruitment 2026: Overview

Jharkhand Bijli Vitran Nigam Limited (JBVNL), the state's power distribution company, is hiring Second Members for its Vidyut Upbhokta Shikayat Nivaran Forums (VUSNF) — the consumer grievance forums at Ranchi, Chaibasa, Dumka and Hazaribagh. This is a contract appointment, and it runs under the Jharkhand State Electricity Regulatory Commission (JSERC) Regulations, 2020 on consumer grievance forums, the Electricity Ombudsman and consumer advocacy, as amended in 2022.

The role suits senior power-sector engineers and finance officers, retired or still serving, who want to spend a few more years settling electricity consumers' complaints rather than running the network itself.

Posts and Disciplines

• Technical stream: for engineers with a degree in Electrical, Electrical and Instrumentation, or Electrical and Electronics Engineering who have served at least as Superintending Engineer or DGM in a company that transmits, distributes or trades electricity.
• Finance stream: for CA, ICWA or MBA (Finance) holders with accounts and finance experience in a government department or commercial public undertaking, including the power sector, at a rank not below DGM (F&A) of the state government or equivalent.
• Forum locations: the openings are at the Ranchi, Chaibasa, Dumka and Hazaribagh forums; you name your chosen location on the envelope.

Service Conditions and Caveats

• Tenure: An initial three-year term, extendable by up to two more years on satisfactory service or until you turn 65, whichever comes first.
• Serving JBVNL officers: Officers of JBVNL at DGM (Technical/Finance) grade or equivalent with 20 years of experience can apply, but must give up their present job if selected.
• No other office of profit: You cannot hold any other paid office while serving as a member.
• Other allowances: Any allowance beyond what the forum pays is paid by your parent department, not by JBVNL.
• Leave and travel: TA/DA, casual leave and holidays follow state government or company orders, as the case may be.
• Governing rules: All other terms come from the JSERC Regulations, 2020 and their amendments; JBVNL can cancel the advertisement or vacancy at any time without giving a reason.
