IOCL is a Maharatna Central Public Sector Undertaking under the Ministry of Petroleum and Natural Gas, and one of India's largest fuel and pipeline companies. Its Eastern Region Pipelines division at Kolkata has issued an Expression of Interest (EOI) to engage 3 experienced professionals for land acquisition related work on the Siliguri Jhapa Pipeline Project. Only candidates who have retired from the Land and Land Reforms / Land Acquisition Department of the West Bengal government are eligible — this is a specialised, experience-based engagement rather than an open recruitment for freshers.

The Siliguri Jhapa Pipeline (SJPL) is a cross-border project that will carry petroleum products from Siliguri in India to Jhapa in Nepal, along with a new storage terminal at Charali. It is being built under a government-to-government agreement between IOCL and Nepal Oil Corporation (NOC) to make fuel supply to Nepal more reliable. Land acquisition support on the Indian side of the corridor is a key requirement for the project, which is why IOCL wants retired revenue officials who already understand local land records and district-level procedures.

Who Can Apply?

• Eligibility: You must be a retired employee of the Land and Land Reforms / Land Acquisition Department, Government of West Bengal.
• Experience: You should have hands-on experience in land survey, land records, or revenue work gained during your service with the West Bengal government.
• This engagement is open only to retired government staff — it is not a general recruitment for the public.

Positions Available

• Surveyor: Handles measurement and mapping of land parcels along the pipeline route.
• Patwari / Amin / Talati / Lekhpal: Maintains and verifies land revenue records for the parcels being acquired.
• Notice Server / Revenue Assistant: Serves official notices to landowners and assists with revenue documentation.

IOCL prefers retired officials for these roles because they already know the local land records, revenue procedures, and how to coordinate with district administration — skills that matter for smooth land acquisition along the pipeline route. Since the pipeline passes through multiple villages and revenue blocks near Siliguri, having people who understand local land documentation and can liaise with landowners speeds up the acquisition process considerably.
