ICSIL Lead Project Associate Accounts Recruitment 2026: Overview

Intelligent Communication Systems India Limited (ICSIL), a joint venture of TCIL (a Government of India enterprise) and DSIIDC (a Delhi Government undertaking), is hiring a Lead Project Associate (Accounts). The selected person will be placed with the Department of Forests and Wildlife, Government of NCT of Delhi, through ICSIL on a contractual, outsourced basis.

This is a senior accounts role, not an entry-level one. The department wants someone who has already run the books end to end — general ledger, month-end and year-end closing, accruals and prepayments, tax and statutory compliance, and day-to-day fund accounting. Postgraduates who have done this work inside a government department get preference.

Selection happens through a walk-in interview held at the department's own office in Vikas Bhawan, not at the ICSIL office in Okhla, so plan your travel to the right address.

Service Conditions and Caveats

• Outsourced engagement: You are deployed through ICSIL for a fixed period, until the contract ends or regular staff join. The job gives no claim to a regular appointment.
• No deployment guarantee: ICSIL does not promise deployment to everyone it shortlists, and attending the walk-in does not assure selection.
• Posting: Deployment can be anywhere in Delhi/NCR, possibly in shifts or on a rotational basis. ICSIL pays no extra conveyance.
• Security deduction: Fifteen days' salary is held back as security — half in your first month and half in your second. It is refunded with savings bank interest once the department issues a No Dues certificate and you complete your contract obligations.
• Minimum stay: You should be willing to work for at least one year; leave earlier and the department will not issue an experience certificate.
• Resignation notice: You must give the department 90 days' notice in writing, or your outstanding pay will not be released.
• Selection format: Shortlisting is based on document scrutiny followed by an interaction with the department; the notice adds that a skill test or written test may be used depending on the position.
• No TA/DA: You travel to the walk-in and document check at your own cost.
• Name matching: Your name in the application must match your Class 10 certificate, PAN card and Aadhaar card; bring proof if you changed your name after Class 10.
• Canvassing: Any attempt to influence the process — recommendations, lobbying or approaching officials — leads to immediate disqualification.
