Family Court Kandhamal Counsellor Recruitment 2026 — 1 Post
The Office of the District Judge, Kandhamal, Phulbani has invited applications for 1 vacant post of Counsellor in the Court of the Judge, Family Court, Phulbani. This recruitment is being done under Rule-5 and Rule-6 of the Family Courts (Orissa) Rules, 1990, following direction from the Hon'ble High Court of Orissa, Cuttack (Letter No.XVIII-06/1983(P.F.)-4492(60) dated 16.03.2026). There is no written exam — selection is based on experience and merit. Candidates with a background in social work, family counselling, or welfare activities should apply.
Who Can Apply?
Primary Eligibility (Regular Route):
- Qualification: You must have a Master's Degree in Social Science, preferably in Sociology or Psychology.
- Experience: You need at least 3 years of experience in family counselling.
Alternative Eligibility (For Social Workers Above 35 Years):
- If you are above 35 years of age and have been working in the field of social service and welfare activities — especially promoting the welfare of Family and Child Care — you can also apply.
- You need a Degree in Social Science, preferably in Sociology or Psychology, for this route.
Other Requirements:
- Citizenship: You must be an Indian citizen.
- Language: You must be able to speak, read, and write Odia and have passed a test in Odia equivalent to the M.E. standard.
- Health: Sound health, good physique, and free from organic defects or bodily infirmity.
- Marital Status: You should not have more than one spouse living, if married.
- Criminal Record: No criminal case should be pending against you.
Salary
- You will receive a retainer fee per month and an assisting fee per day of actual work.
- The rates are fixed by the Government of Odisha from time to time.
- Note: As per similar Family Court Counsellor positions across Odisha districts, the retainer fee is typically around Rs. 6,000 per month and the assisting fee is around Rs. 1,000 per working day.
Selection Process (No Written Exam)
There is no written exam for this post. Selection will be based on:
- Screening of Applications: Your application and documents will be reviewed for eligibility.
- Experience and Merit Evaluation: Your qualifications, experience in family counselling and social welfare work will be assessed.
- Document Verification: All original documents will be verified before final appointment.
The Counsellor will be appointed by the Hon'ble High Court of Orissa, Cuttack.

Responsibilities
- Counsel parties involved in family disputes and matrimonial cases before the Family Court
- Assist the Judge, Family Court in resolving cases through mediation and reconciliation
- Prepare detailed counselling reports and case summaries for the court
- Work with families to promote welfare of children in custody and guardianship matters
- Follow the terms and conditions laid down under Rule-8 of the Family Courts (Orissa) Rules, 1990
- Maintain confidential records of all counselling sessions and family disputes handled
- Assist in promoting settlement and harmony between disputing family members
Eligibility Criteria
Minimum Qualification
Master's Degree in Social Science (preferably Sociology or Psychology) with 3 years of family counselling experience
Preferred Qualification
Degree in Social Science (Sociology/Psychology) for persons above 35 years engaged in social service and welfare activities promoting family and child care welfare
