DPA Deputy Chief Engineer (Civil) Recruitment 2026: Overview

Deendayal Port Authority (DPA), the major port at Kandla with its head office in Gandhidham, Kutch (Gujarat) and formerly known as Deendayal Port Trust, is filling its vacant Deputy Chief Engineer (Civil) post. This is not an open recruitment: DPA is using absorption through the composite method, so only serving officers of Major Port Authorities under the Ministry of Ports, Shipping and Waterways (MoPSW) can apply. The circular has gone to the Secretaries of all Major Port Authorities. If you are a Superintending Engineer (Civil) or hold an equivalent post at another major port, this is a move into a Deputy Head of Department role.

The post is a Class I selection post in DPA's civil engineering wing. The recruitment rule asks for long executive experience in planning, construction, design or maintenance, ideally of port and marine structures, so this role suits engineers who have already handled berths, jetties and other harbour works.

Service Conditions and Caveats

• Method of filling: The recruitment rule fills this post by absorption first; deputation from other government bodies and then direct recruitment are only fallbacks. This circular covers the absorption route alone.
• Merit benchmark: Selection is on merit, and your overall ACR grading must not be below "Very Good".
• DPC at port level: Following the MoPSW letter of 29 December 2020, the Departmental Promotion Committee meets at DPA itself. Its recommendation goes to the Ministry for approval before any appointment order is issued.
• Eligibility cut-off: Your eligibility is judged as on the last day of online submission.
• Proper channel: Applications that do not come through your port's proper channel, arrive late or are incomplete will be rejected.
• Past penalties: If you received any major or minor penalty in the last 10 years, your forwarding authority must send the disciplinary case papers with the application.
• Withdrawal penalty: An officer who withdraws after being selected can be barred from any selection at DPA for two years.
• Changes: DPA keeps the right to change the process if the need arises.

Application Submission Notes

First register and apply on the MoPSW Online Application Portal (onlinevacancy.shipmin.nic.in). Then print the filled form, paste a recent passport-size photo on the top-right corner, attach your attested documents, and route the hard copy through your port to The Secretary, Deendayal Port Authority, Administrative Office Building, Gandhidham – Kutch, Gujarat 370201.

• The hard copy must reach DPA by 7 December 2026, about ten days after the online window shuts.
• Your Head of Office signs the certificate in Annexure-II, and your port's vigilance wing fills the clearance form in Annexure-III.
• Include a signed undertaking not to withdraw if you are selected.
