Chennai Port Authority (ChPA) is filling 1 Materials Manager (Dy. HOD) post in its Mechanical & Electrical Engineering (M&EE) Department through the Composite Method (absorption/deputation/promotion). This post is open only to eligible serving officers of Major Port Authorities - it is not open to the general public. Chennai Port Authority (ChPA) Materials Manager (Dy. HOD) Recruitment 2026 - 1 Post

Chennai Port Authority has issued a circular inviting applications for the post of Materials Manager (Dy. HOD) in its M&EE Department, to be filled through the Composite Method - a combination of absorption, deputation and promotion from officers already serving in Major Port Authorities. As per Ministry of Ports, Shipping & Waterways rules, the Appointing and Disciplinary Authority for all Dy. HOD level posts is the Central Government (Secretary, Shipping). Only serving officers of Major Port Trusts/Authorities who meet the prescribed qualification and experience can apply - this is an internal recruitment route, not a direct open recruitment. As per the Ministry's letter dated 29 December 2020, until amended Recruitment Rules are notified, all Dy. HOD posts in Major Ports are filled only through absorption via the Composite Method at the Port level, with the Departmental Promotion Committee's (DPC) recommendation sent to the Ministry for approval before the appointment order is issued.

Who Can Apply?

This is a Class I, selection-based post - it is not filled on seniority alone. Here is who can apply:

  • Eligibility: Only eligible officers of Major Port Authorities (except KPL) can apply, through the Composite Method of absorption, deputation, or promotion
  • Qualification: Degree or equivalent in Mechanical Engineering or Electrical Engineering from a recognized university/institution
  • Experience: At least 12 years of experience in Materials Management/Engineering in an industrial, commercial or government undertaking (for the essential recruitment route)
  • Preferred: Post Graduate Degree/Diploma in Materials Management from a recognized university/institution
  • Promotion route: Officers holding an analogous post, or Sr.Dy. Manager (Materials)/equivalent posts in Materials or M&E Engineering with 3 years of regular service in the grade, are eligible for promotion to this post
  • Absorption/deputation route: Officers holding equivalent posts of Materials Manager or Superintending Engineer (Mech./Elect.) in another Major Port Trust with the required regular service can also be considered
  • Performance record: Selection is by merit, and your overall grading in ACRs/APARs must not be below Very Good

  • The upper age limit for this post is 45 years.

Salary

  • The post carries a pay scale of Rs. 80,000-2,20,000 per month (pre-revised scale of Rs. 32,900-58,000 / Rs. 16,000-20,800).
  • You will also get allowances and benefits as per Central Government/Port Authority rules applicable to the post.

Selection Process

The selection will be done in these stages:

  1. Screening by Departmental Promotion Committee (DPC): Your service record, qualification and experience are checked against the Recruitment Rules
  2. Document Verification: Your ACRs/APARs, vigilance clearance, and educational certificates are verified for authenticity
  3. Merit-Based Selection: The post is filled by selection based on merit; your ACR/APAR grading must be Very Good or above

Once the DPC recommends a candidate, the recommendation is sent to the Ministry of Ports, Shipping & Waterways for approval before the final appointment order is issued. Selected officers are governed by the terms and conditions prescribed by the Central Government.

  2. Take a print-out of your online application.
  3. Attach copies of your educational qualification and experience certificates, an undertaking not to withdraw if selected, and a self-attested passport-size photo.
  4. Get your application forwarded through proper channel by your current Port Authority, along with ACRs/APARs for the last 5 years, an NOC to relieve you, vigilance/administrative clearance, and complete service details.
  5. Ensure your Port Authority sends the complete application to the Secretary, Chennai Port Authority, Rajaji Salai, Chennai-600001 on or before 3 October 2026.

Important Conditions

  • If you send an advance copy of your application directly, your candidature will not be considered unless your Port's forwarded copy also reaches within 15 days of the last date
  • If you withdraw your candidature after being selected by the Selection Committee, you will be debarred from applying for any Dy. HOD post in Major Ports for 2 years
  • Once selected, your Port must relieve you within 30 days of your appointment order, or you will be deemed relieved automatically after 30 days
  • The crucial date for checking your eligibility is the last date of receipt of applications, 3 October 2026 — applications received after this date, or without complete ACRs/APARs, will not be considered

Responsibilities

  • Manage materials planning, procurement and inventory control for the M&EE Department
  • Supervise stores operations and coordinate with vendors and contractors
  • Prepare tender documents and evaluate purchase proposals for engineering materials
  • Monitor stock levels and minimize wastage across port engineering stores
  • Coordinate with Mechanical and Electrical Engineering sections on material requirements
  • Supervise subordinate officers and staff in the Materials Management wing
  • Ensure compliance with Port Authority procurement rules and vigilance guidelines
  • Prepare periodic reports on materials budget and consumption

Eligibility Criteria

Minimum Qualification

Degree or equivalent in Mechanical Engineering or Electrical Engineering from a recognized university/institution, with 12 years of experience in Materials Management/Engineering in an industrial, commercial or government undertaking

Preferred Qualification

Post Graduate Degree/Diploma in Materials Management from a recognized university/institution
