Goa Shipyard Limited (GSL) Expert / Specialist Recruitment 2026 - 2 Posts

Goa Shipyard Limited (GSL), a Mini Ratna Category-I Schedule 'A' Central Public Sector Undertaking under the Ministry of Defence, has released Advertisement No. 04/2026 for engagement of Experts / Specialists on contract basis. This is meant for retired or serving senior officers from Central PSUs (E7/E8/E9 level), Government of India, State Government, Armed Forces, or CEOs/Directors of private shipyards. The engagement is for 1 year and can be extended yearly until the person reaches 70 years of age, based on performance and company requirement.

Vacancy Breakdown

• Expert / Specialist - Civil: 1 post (E8/E9 level)
• Expert / Specialist - Business Development & Projects: 1 post (E7 level)

Total: 2 posts, both on contract basis for 1 year initially.

Who Can Apply?

For Expert / Specialist (Civil) - 1 Post

• Qualification: B.E. / B.Tech in Civil Engineering from a recognised university or institute
• Experience: Minimum 25 years of post-qualification experience, out of which at least 10 years in a senior position
• Domain: Experience in planning and development of civil infrastructure projects
• Position held: Retired or serving officer at E8/E9 level in Central PSUs, or equivalent scale in Government of India / State Government / Armed Forces, or CEO/Director in private shipyards
• Desirable: Hands-on experience in land acquisition, infrastructure development, environmental and factory clearances, DPR preparation, fund sanctions, risk management, and stakeholder management

For Expert / Specialist - Business Development & Projects - 1 Post

• Qualification: B.E. / B.Tech in any discipline from a recognised university or institute
• Experience: Minimum 25 years of post-qualification experience in the Shipbuilding domain
• Specific exposure: At least 5 years in the last 15 years in Finance, Commercial, Business Development, Production, Operations, Marketing, or Project Management in a large reputed organisation
• Position held: Retired or serving officer at E7 level in Central PSUs, or equivalent scale in Government of India / State Government / Armed Forces, or CEO/Director in private shipyards

Age Limit

• Upper age limit: 65 years as on 30-04-2026
• Tenure can be extended in 1-year blocks until the person attains 70 years of age
• No minimum age (effectively, you need 25+ years of experience)

Salary

• For Ex-Government / PSU Employees: Last drawn Basic pay + DA rate as per CDA/IDA on the basic at the time of separation
• For Other than Ex-Government / PSU employees: Monthly emoluments will be decided by the Selection Committee based on equivalent pay in government, job profile, qualification, experience, and previous CTC
• The pay is consolidated (no separate allowances)

Selection Process

The selection will be done in the following stages:

1. Screening of Applications: Based on qualifications and experience
2. Interview: May be conducted through Video Conferencing or in person. No TA/DA will be paid to candidates called for personal interview.
3. Document Verification: Original documents verified at the time of selection

Note: There is no written exam. Mere fulfilment of qualifications does not entitle a candidate to be called for interview.

• Guide GSL on project planning, appraisal, statutory compliances, and infrastructure facility development for the new Greenfield Shipyard
• Oversee engagement of consultants, construction agencies, and vendors for setting up the shipyard facility
• Review consultancy documents, engineering tender documents, contracts, and implementation strategies
• Advise on obtaining statutory approvals including environmental and factory clearances
• Coordinate with government departments and stakeholders for project facilitation and approvals
• Drive export promotion activities and engage with potential international customers (Business Development role)
• Handle costing, contract negotiation, and contract finalisation for export projects
• Identify and mitigate project risks to ensure smooth implementation
