MoEFCC Scientific Consultant Recruitment 2026: Overview
Ministry of Environment, Forest and Climate Change (MoEFCC) is engaging a Scientific Consultant Grade I in Climate Finance for the Integrated Project Management Unit of its NATCOM Cell in New Delhi. The consultant will support GEF-UNDP-MoEFCC work connected with India's National Communications and Biennial Transparency Reports to the United Nations Framework Convention on Climate Change. This is a specialist contract for someone who can turn financial, economic and climate-policy evidence into usable inputs for national reporting.
The role brings together climate finance research, economic analysis and public-policy reporting. You will help the NATCOM team commission studies, identify evidence on finance needed and received for adaptation and mitigation, and examine constraints affecting climate action in India. Familiarity with carbon pricing, emission-trading systems, financial risk analysis and economic valuation can strengthen your fit, especially if you have worked with public, private or innovative climate-financing mechanisms.
UNDP and the NATCOM Cell will scrutinise applications before a ministry-approved selection committee conducts interviews. The consultant will report to the National Project Director and work under the daily supervision of the NPD and NATCOM Division scientists. Performance is reviewed annually, so the role calls for careful analysis, dependable reporting and the ability to coordinate technical studies within allocated budgets.
Service Conditions and Caveats
- Contract period: The initial engagement is for two years. An extension may be considered after appraisal and mutual agreement, within the project period and the outer limit stated in the notice.
- Contract status: This is a temporary, non-official engagement and does not carry a right to promotion or regular government appointment.
- Consolidated terms: The monthly payment includes applicable taxes, and no separate facility or allowance is provided under the ordinary consultant terms.
- Work reporting: You must provide a progress report every fortnight and follow the same working hours as regular MoEFCC staff.
- Attendance: Attendance is recorded through the biometric system; prolonged absence without information or a valid reason can end the engagement automatically.
- Leave: Paid leave accrues monthly under the stated consultant rules, while unused leave from one tenure year cannot be carried into the next.
- Confidentiality: The assignment is subject to government secrecy and conflict-of-interest obligations, including protection of information obtained through the work.
- Performance review: Continuation and any annual increment depend on the quality of work assessed through the ministry's monitoring framework.
- Interview travel: No TA or DA is provided for attending the interview or joining the assignment.

Eligibility Criteria
Minimum Qualification
Master's degree from a recognized institution in Economics or a related field.
Preferred Qualification
M.Phil., M.Sc., PhD, additional qualifications, research experience, published papers, and relevant post-qualification experience are preferred.
Required Skills
Climate-finance analysis; good computer skills; familiarity with carbon pricing, emission-trading systems, financial analysis, risk assessment, economic valuation, and climate-related financing mechanisms.
