MbPA Chief Engineer (HOD) Recruitment 2026: Overview

Mumbai Port Authority (MbPA), which works under the Ministry of Ports, Shipping and Waterways, is filling the post of Chief Engineer (HoD) — the head of its Civil Engineering Department — by absorption through the composite method. The General Administration Department at Port House, Ballard Estate has circulated the recruitment notice to the chairpersons of every Major Port Authority in the country, except Kamarajar Port Limited.

This is a Class-I selection post at the top of the port's civil engineering set-up, and it is not an open-market opening. Only serving officers of Major Port Authorities are considered, and what is weighed is your service record rather than an entrance test. The recruitment rules keep the deputation route and, after that, direct recruitment in reserve, to be used only if absorption throws up no suitable officer. If you are running civil engineering works at a Major Port and have the regular service the rules ask for, this notice is addressed to you.

Service Conditions and Caveats

• Who is eligible: only officers already serving in a Major Port Authority, other than Kamarajar Port Limited, who hold a post in the feeder grade with three years of regular service in the Civil Engineering Department.
• Method of appointment: absorption through the composite method, failing which by deputation, failing both by direct recruitment. Officers holding analogous posts in Government, semi-Government bodies, PSUs and autonomous bodies come into the picture only on the deputation route.
• Service-record standard: selection is by merit, and your overall grading in the APARs must not be below "Very Good".
• Career progression: you join in the HoD scale and move to the higher scale after three years of regular service in the post, subject to the conditions in the Ministry's guidelines — and any later change directed by the Ministry applies to you as well.
• Crucial date: eligibility is judged as on the closing date for applications on the Online Application Portal, following the Ministry's circular of 26 September 2019.
• Proper channel is compulsory: an advance copy you send yourself counts only if your Port forwards the same application through proper channel within fifteen days of the closing date.
• Pending documents: if the vigilance clearance or APARs are held up in administrative formalities, your Port can still forward the application in time and send the remaining papers afterwards — but the file has to leave your Port before the due date.
• Penalty record: any major or minor penalty imposed on you in the last ten years has to be reported by the forwarding authority, with the disciplinary case papers.
• Withdrawal penalty: an officer who withdraws after being selected by the Services Selection Committee can be debarred for two years from selection to HOD level posts in all Major Port Authorities.
• Incomplete files: incomplete applications, and applications that arrive after the due date, are not considered at all.

Application Submission Notes

You apply on the Ministry of Ports, Shipping and Waterways' Online Application Portal (OAP) at onlinevacancy.shipmin.nic.in. No application sent by any other means is accepted.

After submitting online, take a printout of the uploaded form and give it to your own administrative Port, which forwards it to MbPA with the certified APARs, the APAR availability statement, your NOC, the undertaking and the vigilance and administrative clearances. The envelope has to be super-scribed "Application for the post of Chief Engineer in Mumbai Port Authority", and your Port has to send the complete set by 15 November 2026 to the General Administration Department, Port House, 2nd floor, S.V. Marg, Ballard Estate, Mumbai 400001.

Give your Port enough working days for those signatures. If a Port is running late, the guidelines allow it to email the forwarded application first and send the complete file by registered post afterwards — but that is a rescue measure, not a plan. Keep your OAP printout and the forwarding reference with you, because MbPA corresponds with your Port and not with you if anything in the file needs clarification.
