Indian Oil Corporation Limited (IOCL), Pipelines Division - South-Eastern Region Pipelines, has issued Advertisement No. SERPL/HR/P/08.3 (Jharkhand) for 1 Security Chief post on contract to look after pipeline security in the state of Jharkhand. IOCL runs a vast network of cross-country pipelines passing through Jharkhand, along with upcoming pipeline projects, and needs a senior retired officer to head security and surveillance for these assets. Retired Police Officers in the rank of Deputy SP to DIG (or equivalent) from the Central or state governments can apply. The post is based at Khunti, Jharkhand, and preference is given to candidates with a legal background or experience in intelligence, crime control, or the petroleum/pipeline sector.

Who Can Apply?

• Qualification: You must have retired from Police services in the rank of Deputy SP to DIG or equivalent, in the Central or any state government.
• Retirement Date: You must have retired on or after 01 September 2024 from the state of Jharkhand.
• Record: You need a clean service record and fitness of a high order.
• Preferred: Candidates with a legal background or experience in intelligence, crime control, the petroleum sector or pipeline industry will be preferred.

Age Limit

• You should not be more than 62 years old as on 01 September 2026.

Salary

• You will get a consolidated lump-sum monthly remuneration of Rs. 60,000.
• Your pay will increase by 3% every year based on performance. If re-engaged, your last drawn pay will be protected.
• You will also get a vehicle for pipeline patrolling, a mobile facility, and TA/DA for outstation visits as admissible.

The contract period is initially one year, and can be extended in yearly spells up to a maximum of 3 years, depending on requirement and your performance. The contract is likely to start from September 2026, and you will be considered on duty on a 24x7 basis once engaged.

• Draw up and implement the overall security strategy for assigned pipelines
• Attend location security coordination committee meetings and give monthly intelligence inputs on public sensitivity along the pipeline right-of-way
• Coordinate with state and district Police functionaries and brief them on laws relevant to pipeline security, including the PMP Act
• Monitor daily security situations, decide on reporting methods, and prepare regular reports
• Assist IOC officials in filing FIRs and liaise with authorities on pilferage, theft and encroachment cases, including bail-rejection follow-up
• Investigate and analyse pilferage attempts and suggest remedial measures with written reports
• Help evacuate or remove encroachments along the pipeline right-of-way
• Support training and experience-sharing with pipeline security personnel, and report on security plans to the Regional Head
