GSSC Junior Assistant Recruitment 2026: Overview

The Goa Staff Selection Commission (GSSC) is filling Junior Assistant posts for two of the state's most central offices — the General Administration Department and Lok Bhavan, the office formerly known as Raj Bhavan. These are regular Group 'C' posts on the state establishment, advertised under Advertisement No. 3 of Year 2026, so this is a permanent government job rather than a contract engagement. Working in either office puts you close to the administrative heart of Goa, and the screening test is shared with the Commission's larger clerical drive in the same advertisement, so one computer-based test keeps you in the running for several posts at once.

Posts and Disciplines

• General Administration Department: the department that handles coordination, establishment matters, protocol and the general running of the Goa Secretariat. Some of these seats are set aside for Ex-Servicemen and for Persons with Benchmark Disabilities, including candidates who are deaf or hard of hearing and candidates with intellectual, learning or multiple disabilities.
• Lok Bhavan (formerly Raj Bhavan): the Governor's secretariat, covering protocol, correspondence, visits and ceremonial work. One of these seats is reserved for a candidate with a benchmark disability.

Seats are open to candidates in the unreserved, Scheduled Tribe and Other Backward Classes categories. The disability and ex-servicemen seats are horizontal reservations carved out of the same pool, so you still apply under your own social category and are adjusted back into it after shortlisting.

Service Conditions and Caveats

• Goa residence: You must hold a valid 15-year residence certificate issued by the competent authority in Goa.
• Employment Exchange: Registration with the Employment Exchange in Goa, backed by a valid registration card, is part of the eligibility check.
• Konkani is not optional: Knowledge of Konkani is an essential qualification, and the Konkani questions in the screening test carry their own qualifying bar — fall short there and the rest of your paper is not evaluated at all. Marathi is desirable, not compulsory.
• Department allotment: Under Regulation 15 of the GSSC Regulations, 2023, the Commission decides whether you go to the General Administration Department or Lok Bhavan. Requests for a change of department are not entertained, from you or from the office concerned.
• Post options are final: Candidates for the clerical posts in this advertisement get one counselling round to pick a post and department. Once exercised, the option cannot be changed, even if you later fall short on a post-specific requirement.
• OBC without a valid certificate: If you do not hold a valid Goa OBC certificate, including creamy-layer cases, you have to apply under the unreserved category instead.
• Computer certificate waiver: A degree or diploma in Computers, IT, Electronics or Electrical and Electronics, or an ITI certificate as Computer Operator and Programming Assistant, replaces the separate computer course certificate.
• Experience waiver: The Department of Personnel has exempted candidates with benchmark disabilities from the essential work experience condition for this recruitment.
• Tie-breaker: If two candidates finish level on marks, the one born earlier is placed higher.

Only online applications are accepted. The Commission has said plainly that forms sent by any other route will not be looked at and no correspondence on this will be entertained. You start at the GSSC website, gssc.goa.gov.in, which sends you to the Commission's examination portal where you register once and then fill the form. Keep a recent passport-size photograph ready to upload, and read the "Instructions" page on the Commission's website before you begin. Corrigenda and Notices

• Supplementary Note dated 21 September 2026: the Commission reissued the shortlisting clause for the second-tier test. The ratio for this post is unchanged; the widening applies to the other two posts in the advertisement.
• Exam schedule: the date of the computer-based test has not been announced yet. The Commission will publish it on its website and in the local daily papers, so keep checking both.
