GSSC LDC/Recovery Clerk Recruitment 2026: Overview

The Goa Staff Selection Commission (GSSC) has opened its largest clerical drive of the year under Advertisement No. 3 of Year 2026, filling Lower Division Clerk and Recovery Clerk posts across thirty-five departments, directorates and offices of the Government of Goa. These are regular Group 'C' posts on the state establishment, so what you get is a permanent government job, not a contract engagement. The Commission is running a two-tier computer-based test for this round, and the first tier is shared with the other clerical posts in the same advertisement — one sitting keeps you in the running for several of them.

Posts and Disciplines

The clerk's work is broadly the same everywhere, but the office you land in decides what files cross your desk. The openings are pooled from across the state government:

  • Revenue and district administration: the Collectorates of North Goa and South Goa, the Office of the State Registrar cum Notary Services and the Department of Public Grievance.
  • Finance and taxation: the Directorate of Accounts, the Office of the Commissioner of State Taxes and the Department of Legal Metrologyrecovery work sits mostly in this group.
  • Education and culture: the Directorate of Education, Directorate of Higher Education, Directorate of Technical Education, Directorate of Art and Culture and the Directorate of Museums.
  • Utilities and transport: the Electricity Department, the Directorate of Transport, the River Navigation Department and the Captain of Ports Department.
  • Police, prisons and regulation: the Office of the Director General of Police, the Inspector General of Prisons, the Directorate of Prosecution and the Inspectorate of Factories and Boilers.
  • Rural bodies and welfare: the Directorate of Panchayats, Directorate of Social Welfare, Directorate of Sports and Youth Affairs, Department of Sainik Welfare and the Department for Empowerment of Persons with Disabilities.
  • Land, sea and primary sector: the Directorate of Agriculture, Directorate of Fisheries, Directorate of Mines and Geology, the Department of Animal Husbandry and Veterinary Services and the Department of Tourism.
  • Other offices: the Directorate of Skill Development and Entrepreneurship, Directorate of Industries, Trade and Commerce, Directorate Official Language, the Office of the Commissioner of Labour and Employment and the Department of Co-operation.

Several of these offices have seats set aside for Persons with Benchmark Disabilities, Ex-Servicemen and Meritorious Sportspersons. These are horizontal reservations carved out of the same pool, so you still apply under your own social category and are adjusted back into it after shortlisting.

Service Conditions and Caveats

  • Goa residence: You must hold a valid 15-year residence certificate issued by the competent authority in Goa.
  • Employment Exchange: Registration with the Employment Exchange in Goa, backed by a valid registration card, is part of the eligibility check.
  • Konkani is not optional: Knowledge of Konkani is an essential qualification, and the Konkani questions in the screening test carry their own qualifying bar — fall short there and the rest of your paper is not evaluated at all. Marathi is desirable, not compulsory.
  • Department allotment: Under Regulation 15 of the GSSC Regulations, 2023, the Commission decides which department you go to, working down the merit order with proportionate representation. Requests for a change of department are not entertained, from you or from the department.
  • Post options are final: Candidates for the clerical posts in this advertisement get one counselling round to pick a post and department. Once you exercise the option it cannot be changed, even if you later fall short on a post-specific requirement.
  • OBC without a valid certificate: If you do not hold a valid Goa OBC certificate, including creamy-layer cases, you have to apply under the unreserved category instead.
  • Experience waiver: The Department of Personnel has exempted candidates with benchmark disabilities from the essential work experience condition for this recruitment.
  • Computer certificate waiver: A degree or diploma in Computers, IT, Electronics or Electrical and Electronics, or an ITI certificate as Computer Operator and Programming Assistant, replaces the separate computer course certificate.
  • Tie-breaker: If two candidates finish level on marks, the one born earlier is placed higher.

Application Submission Notes

Only online applications are accepted. The Commission has said plainly that forms sent by any other route will not be looked at and no correspondence on this will be entertained. You start at the GSSC website, gssc.goa.gov.in, which sends you to the Commission's examination portal where you register once and then fill the form. Keep a recent passport-size photograph ready to upload, and read the "Instructions" page on the Commission's website before you begin. Corrigenda and Notices

  • Supplementary Note dated 21 September 2026: the Commission revised the share of Lower Division Clerk posts under the Directorate of Education, which changed the advertised strength and the unreserved figure. The figures shown on this page are the revised ones.
  • Exam schedule: the date of the computer-based test has not been announced yet. The Commission will publish it on its website and in the local daily papers, so keep checking both.

Responsibilities

  • Handle day-to-day file work, noting and drafting in the department you are posted to
  • Maintain registers, records and office correspondence in both paper and computer form
  • Type letters, statements and office notes in English at the prescribed speed
  • Issue notices and follow up on the recovery of government dues where the post is a Recovery Clerk
  • Check incoming applications and papers for completeness before they move up the line
  • Assist senior assistants and section officers in preparing returns and periodic reports
  • Deal with visitors and public queries at the counter politely and accurately

Exam Pattern

The Commission runs a two-tier computer-based test (CBT). CBT-I is only a screening round — your final merit comes from CBT-II alone.

CBT-I (Screening)

  • English and Comprehension: 20 marks
  • Numerical Ability: 10 marks
  • Reasoning: 20 marks
  • Konkani Language: 10 marks

You get 60 marks in 75 minutes. The Konkani questions are the first 10 in the paper, and you need at least 4 marks there or your paper goes no further. This tier is common to all four posts in the advertisement, so you sit it once.

CBT-II (Merit)

  • English and Comprehension: 30 marks
  • Numerical Ability: 10 marks
  • Reasoning: 20 marks
  • Basic knowledge of Computer proficiency: 20 marks

You get 80 marks in 100 minutes. The Commission calls five times the number of posts in each category and sub-category for CBT-II, going by CBT-I merit.

Qualifying Marks and Other Notes

  • Negative marking: none, in either tier.
  • Minimum passing marks: 45% for unreserved candidates, 40% for OBC and 35% for SC, ST and PwD candidates.
  • Question type: multiple choice, taken on a computer.
  • Extra time for PwD candidates: 25 minutes more in the 60-mark paper and 35 minutes more in the 80-mark paper.
  • Typing test: held after CBT-II for up to twice the number of vacancies in each category. It is qualifying only and adds nothing to your merit, but clearing it is compulsory.
