DoPAR Manipur State Chief Information Commissioner Recruitment 2026: Overview

The Department of Personnel and Administrative Reforms (DoPAR), Government of Manipur, through its Administrative Reforms Division, is looking for a person to head the Manipur Information Commission as State Chief Information Commissioner. The call went out under notification No. ADM2-201/1/2026-AR-AR and the appointment is made under the Right to Information Act, 2005. This is not a clerical recruitment and there is no examination — the state is looking for a person of eminence in public life with deep knowledge and experience in law, science and technology, social service, management, journalism, mass media, or administration and governance. Serving officers, retired officials and people from outside government can all put their names forward.

Service Conditions and Caveats

• Term of office: under Section 16(1) of the RTI Act, 2005 read with the Right to Information Rules, 2019, the State Chief Information Commissioner holds office for three years from the day of taking charge, subject to the age ceiling the Act itself lays down.
• You cannot hold a political or profit-making position: the person appointed must not be a Member of Parliament or of any State or Union Territory legislature, must not hold any other office of profit, must not be connected with any political party, and must not carry on any business or pursue any profession.
• Standing: you must be an Indian citizen, and a person of unsound mind, an insolvent or anyone convicted of a crime is not eligible.
• Pay and terms: the salary, allowances and other service conditions follow the RTI Act, 2005 read with the Right to Information (Term of Office, Salaries, Allowances and Other Terms and Conditions of Service of State Chief Information Commissioner in the State Information Commission) Rules, 2019.
• Verification: the appointment is subject to your eligibility and experience being confirmed and to verification of testimonials, antecedents and past service. Your qualification must come from a recognised university, institute, board or college, and you must meet every condition on the day you apply.

The proforma asks for your name, date of birth, address, contact details, education, your area of eminence, your present occupation, and an annexure listing your achievements and work experience organisation by organisation. Paste a recent passport-size photograph on it. You can collect the proforma from the office of the Section (AR), 3rd Floor, North Block, New Secretariat, Imphal West, or download it from www.manipur.gov.in.

If you are already serving under the State Government, the Central Government or any other organisation, your papers must travel through proper channel — that is, through your administrative ministry or department, or your controlling officer.
