You must also be a citizen of India, of sound health and good character, and able to speak, read, and write Odia fluently (or have passed an examination in Odia language equivalent to middle school standard). You must not have more than one spouse living.
Age Limit
- You should be between 21 and 45 years old as on 1 January 2026.
- No age relaxation is admissible under any circumstances, for any category.
- Your date of birth as recorded in your High School Certificate (or equivalent) will be treated as final by the Selection Committee.
Salary
- Salary ranges from Rs. 7,944 per month (Ayahs, Chowkidar) to Rs. 23,170 per month (Manager/Coordinator), depending on the post.
- These are fixed monthly consolidated payments; no separate pay scale, grade pay, or allowances apply since all posts are purely contractual.
Selection Process
Selection is based on a weighted merit list, scored out of 100:
- Secondary: 10 marks
- Higher Secondary: 15 marks
- Graduation: 25 marks
- Post-Graduation: 30 marks
- Professional Course/MPhil/PhD related to child rights: 10 marks
- Work Experience: 10 marks
The selection process has these stages:
- Merit List: Prepared based on your weighted qualification and experience marks. If two or more candidates score equally, preference goes to the one with prior work experience in child rights.
- Interview: Conducted for specific posts if required by the Selection Committee.
- Panel Formation: A panel of 5 candidates per post is prepared in merit order and sent to the Governing Body/Management for appointment against available vacancies.
- Document Verification: Top candidates on the panel are called to verify original certificates and documents before the appointment order is issued.
The panel list remains valid for one year from the date of finalization. The Governing Body of Utkal Balashram, Bhadrak, recognized as SAA, will issue the final engagement order.

Responsibilities
- Support day-to-day operations of the Specialized Adoption Agency and children's home
- Provide care, counselling, nursing, or medical support based on your assigned role
- Maintain accurate case records and documentation for children under care
- Coordinate with the District Child Protection Unit and Women & Child Development Department
- Follow child protection protocols and confidentiality norms at all times
- Assist with daily household and security duties (for Ayahs and Chowkidar posts)
- Report any issues concerning child welfare to the Manager/Coordinator promptly
