About This Job
Numaligarh Refinery Limited (NRL), a Navratna PSU and a subsidiary of Oil India Limited, has a board-level opening for the post of Director (Technical). The selection is being done by the Public Enterprises Selection Board (PESB). This is a top position for senior professionals — you need to be an Engineering Graduate with strong experience in petroleum refining or petrochemicals. NRL Director (Technical) Recruitment 2026 - 1 Post
Numaligarh Refinery Limited (NRL) is a Navratna Central Public Sector Enterprise that runs a 3 MMTPA petroleum refinery at Numaligarh in the Golaghat district of Assam. Through PESB Advertisement No. 77/2026, PESB is looking to fill one post of Director (Technical) on the NRL Board. The Director (Technical) is a member of the Board of Directors and reports to the Managing Director. The person will control refinery operations for the highest standards of safety and efficiency, and will plan and execute new plants, facilities and projects, including the ongoing Numaligarh Refinery Expansion Project.

Educational Qualification
- You must be an Engineering Graduate from a recognised University or Institute.
- An MBA or Post Graduate Diploma in Management will be an added advantage.
Experience
- You should have technical and operational experience in a large, reputed organisation.
- Out of this, at least 5 years in the last 10 years must be in petroleum refining or petrochemicals.
Who is Eligible (Employment Status)
On the date of application and interview, you must be working in a regular (not contract or ad-hoc) post in one of these:
- A Central Public Sector Enterprise (CPSE), including a full-time functional Director on a CPSE Board
- A Central Government Group 'A' officer, including the Armed Forces, All India Services, and officers from Public Sector Banks, Financial Institutions or Autonomous Bodies
- A State Public Sector Enterprise (SPSE) with annual turnover of Rs. 5,000 crore or more
- A Private Company, Joint Venture or Cooperative Federation with annual turnover of Rs. 5,000 crore or more
You must also be at Board level, or at least one level below the Board, as per the detailed pay-scale and level conditions given in the official job description.
Age Limit
- The minimum age is 45 years for both internal and external candidates.
- For internal candidates (already in NRL), you must have at least 2 years of service left before retirement, counted from the date of vacancy.
- For other (external) candidates, you must have at least 3 years of service left before retirement.
- The age of superannuation is 60 years, and age is counted as on the date of vacancy, 1 July 2027.
Salary
- The pay scale for this post is Rs. 1,80,000 - 3,40,000 per month (IDA), which is a Schedule 'A' Board-level scale.
- Along with basic pay, you get DA, perks and allowances as per PSU (IDA) rules.

Selection Process
Selection is done by the Public Enterprises Selection Board (PESB) through an interview — there is no written exam.
- Shortlisting: PESB will shortlist eligible applicants for the interview based on its guidelines.
- Interview: Shortlisted candidates appear before the PESB for a board interview.
You must give an undertaking that you will join the post if selected. If you refuse to join after the interview or after the offer, you can be debarred from board-level posts in CPSEs for two years.

Responsibilities
- Lead and control the technical and operational functions of the NRL refinery as a member of the Board
- Ensure the highest standards of safety and efficiency in refinery operations
- Plan, project and execute new plants, units and facilities in the refinery
- Drive timely completion of expansion and marketing projects
- Guide the adoption of advanced processing technologies to improve product yield
- Report to the Managing Director on technical performance and project progress
- Oversee compliance with quality, environment, safety and energy management standards
- Provide strategic technical inputs for the growth of the company
