NRL Advisor (Project Commercial) Recruitment 2026: Overview

Numaligarh Refinery Limited (NRL), a Navratna Public Sector Undertaking under the Ministry of Petroleum & Natural Gas, is hiring an Advisor (Project Commercial) on a contractual basis to support its mega refinery-expansion project. NRL is scaling up its refining capacity from 3 MMTPA to 9 MMTPA, and the project includes importing crude oil at Paradip Port and laying a new cross-country pipeline from Paradip to Numaligarh. This is one of a series of specialist advisory engagements NRL has opened this year to support the expansion — earlier drives covered Marketing, Pipeline and Tool Room advisory roles. Retired senior officers with strong procurement and commercial experience should apply.

Service Conditions and Caveats

• Vigilance clearance: No vigilance case, departmental proceedings or criminal prosecution should be pending or contemplated against the candidate at the time of applying.
• Exclusivity: The Advisor cannot take up any other assignment during the engagement and must observe normal NRL office timings, including occasional weekly-offs or holidays when required.
• Pay: Pay is a lumpsum amount fixed according to the candidate's qualification and experience, with statutory deductions such as TDS; no other allowances are paid apart from TA/DA on official tours.
• Leave: The Advisor gets 20 days of paid leave for every 12 months, on a pro-rata basis, along with NRL's normal company holidays.
• Medical fitness: The engagement is subject to the candidate clearing NRL's medical fitness requirements.

• Guide the commercial team on tendering and procurement decisions for major refinery and pipeline packages
• Review and respond to representations from bidders, vendors and contractors during the tendering process
• Draft replies to vigilance-related queries on procurement matters
• Prepare Award Approval and negotiation notes for critical procurement proposals
• Advise on the implementation of procurement policies, guidelines and circulars issued by ministries and other bodies
• Support senior management during official tours related to project commercial activities
