NIOT is empanelling Sr. Consultants and Consultants across 5 functional areas for its Chennai headquarters and the ESSC Secretariat at Prithvi Bhawan, New Delhi. If you are a retired Central Government officer (Pay Level 8 to 13) or have at least 10 years of hands-on experience in the relevant field, you can apply. NIOT Consultant Empanelment 2026 - Multiple Areas
National Institute of Ocean Technology (NIOT), Chennai, a constituent unit of the Earth System Sciences Council (ESSC) under the Ministry of Earth Sciences, Government of India, has released advertisement NIOT/E&P/04/2026 for empanelling Sr. Consultants and Consultants. There is no written exam — selection is purely through interview of shortlisted candidates. Retired Deputy Secretaries, Directors, and senior officers from Central Government and Central Autonomous Bodies can apply, along with experienced private professionals for select areas.

- ESSC Secretariat, Prithvi Bhawan, Lodhi Road, New Delhi — for consultants engaged for the ESSC Secretariat
- National Institute of Ocean Technology, Chennai — for consultants engaged for NIOT Headquarters and its Field Units
Who Can Apply?
For Sr. Consultant
- You must have retired as Deputy Secretary / Director or equivalent (Pay Level 12/13) under the 7th Pay Commission from any Central Government organisation or Central Autonomous Body.
- You must hold a Bachelor's degree in any stream from a recognised institution.
For Consultant
- You must have retired in Pay Level 8/9/10/11 under the 7th Pay Commission from any Central Government organisation or Central Autonomous Body. OR
- You must have at least 10 years of hands-on experience in the relevant field, preferably with Central Government Organisations, with proven advisory or leadership roles or expertise through projects and publications.
- Note: For Consultant (Works Management / Estate Maintenance), State Govt. Officers from PWD or State Govt. Technical agencies will also be considered.
Educational Qualifications
- Administration / Establishment, Finance & Accounts, Stores & Procurement: Bachelor's degree from a recognised University or Institute in any stream.
- Works Management / Estate Maintenance: Bachelor's degree or Diploma in Civil or Electrical Engineering from a recognised University or Institute.
- Legal: Bachelor's degree in Law from a recognised University or Institute.
- You must possess at least 10 years of relevant experience, excellent noting and drafting skills, and thorough knowledge of the functional area.
Age Limit
- Retired personnel from Government / Government Organisation: not more than 63 years as on the closing date (12 June 2026).
- Other candidates: not more than 45 years.
Salary
- Retired employees under Old Pension Scheme: Fixed monthly amount = last pay drawn at retirement minus basic pension (as per DoE guidelines).
- Retired employees under New Pension Scheme: Fixed monthly amount = last pay drawn at retirement minus 30%.
- Other candidates (private professionals): Fixed monthly amount of Rs. 60,000 plus a fixed Rs. 7,200 transport allowance.
- Transport Allowance: Up to Rs. 7,200 per month for retired Govt. servants (or the amount drawn at retirement, whichever is less).
- Leave: 1.5 days of paid leave for each completed month of service.
Selection Process (No Written Exam)
The engagement is purely on contract basis. Selection is done in the following steps:
- Screening of Applications: Applications are screened against the eligibility criteria mentioned in the advertisement.
- Interview: Shortlisted candidates are called for a personal interview. The date and time will be communicated by email.
- Document Verification: You must bring originals of all testimonials and educational certificates at the time of the selection process.
Note: You will need to make your own arrangements for stay and travel for attending the interview. NIOT / ESSC will not provide any TA/DA for the interview.

Responsibilities
- Handle administration, establishment, finance, procurement, works, or legal matters for NIOT Chennai or ESSC New Delhi as per the area of engagement
- Advise the management on Government of India rules, regulations, and procedures including parliament, cabinet, CVC, RTI, and reservation matters
- Draft policy documents, MoUs, agreements, recruitment rules, and reply to legal cases pending before Courts and Tribunals
- Guide procurement of high-value tenders, complex equipment, and global tenders through GeM and other approved methods
- Support estate maintenance, works tenders, vetting of estimates, contract management, and coordination with CPWD, PCB, CMDA, and Fire Department
- Coordinate with Statutory and Government Auditors, prepare annual accounts in the format prescribed by the Ministry of Finance, and address audit queries
- Liaise with the Ministry of Earth Sciences and other Central Government, State Government, and Statutory bodies on official matters
- Work full-time from 9:00 A.M. to 5:30 P.M., mark biometric attendance, and ensure a high level of efficiency in the assigned functional area

Minimum Qualification
Bachelor's degree in any stream (Law degree for Legal; Civil/Electrical Engineering degree or Diploma for Works Management)
Preferred Qualification
Retired Central Government officer at Pay Level 8 to 13 (7th CPC)
Required Skills
