The National e-Governance Division (NeGD) has released notification N/18/2026-NeGD dated 15 April 2026 for two specialist contract positions. NeGD is the programme management arm of MeitY, responsible for flagship digital governance projects like DigiLocker, UMANG, Poshan Tracker, API Setu, and the Academic Bank of Credits. These are high-responsibility senior roles — the Project Manager will lead programme governance for large-scale IT delivery, while the Procurement Specialist will own end-to-end Government RFP and tendering processes. Who Can Apply?
For Project Manager:
- Qualification: Bachelor's degree in Engineering / Technology / Management. MBA preferred.
- Total Experience: Minimum 8–12 years in large-scale IT programmes, with at least 5 years in programme or project management roles.
- Government IT Experience: You should have worked with Central Government Ministries, Regulators, or Statutory Bodies on e-Governance or digital governance programmes.
- Delivery Model: Hands-on experience managing Agile / Scaled Agile delivery, sprint governance, and multi-workstream programmes.
- Preferred Certifications: PMP / PRINCE2 / PMI-ACP / SAFe Agilist.
For Procurement Specialist:
- Qualification: Bachelor's degree in Engineering / Technology / Management / Commerce. MBA (Finance / Operations) preferred.
- Total Experience: Minimum 5–10 years in Government procurement, IT tendering, or public sector procurement advisory roles.
- Procurement Experience: You must have drafted Government of India RFPs, EOIs, or RFQs for IT systems, with hands-on knowledge of government financial rules and public procurement standards.
- Technology Domain: Familiarity with enterprise platforms (ERP, workflow systems, digital governance) covering areas like HR, Finance, Procurement, and Project Management.
- Preferred Certifications: CIPS / NIGP-CPP / PMP. Training in Government financial rules is an added advantage.
Other Requirements (Both Posts):
- Government/PSU/Autonomous Body employees must apply through proper channel or attach a No Objection Certificate.
- Familiarity with MeitY guidelines, CERT-In advisories, and data protection requirements is expected for the Project Manager role.

Responsibilities
- Manage the Integrated Programme Plan and track delivery milestones across all active workstreams
- Establish governance structures including sprint reviews, stakeholder syncs, and steering committee meetings
- Monitor scope adherence, SLAs, and contractual obligations; initiate corrective action when deviations occur
- Maintain the RAID register (Risks, Assumptions, Issues, Dependencies) and track mitigation actions
- Coordinate across parallel workstreams to manage interdependencies without impact to the overall timeline
- Prepare weekly and monthly progress reports and executive dashboards for NeGD and client leadership
- Draft Government RFP documents in compliance with applicable GoI procurement regulations
- Manage the pre-bid process end-to-end including vendor queries, corrigenda, and evaluation frameworks

Preferred Qualification
