MMRCL Chief Vigilance Officer Recruitment 2026: Overview

Mumbai Metro Rail Corporation Limited (MMRCL), a joint venture of the Government of India and the Government of Maharashtra, is looking for a Chief Vigilance Officer (CVO) on deputation. MMRCL runs Mumbai's fully underground 33.5 km Aarey–JVLR–Cuffe Parade metro line, which became fully operational after its commissioning on 8 October 2025. The state government has also made MMRCL the implementing agency for Mumbai Metro Line-11.

The CVO heads the company's anti-corruption work, both preventive (inspections, rule reviews, watching sensitive posts) and punitive (vigilance cases and inquiries). This opening is only for serving senior Group-A officers who can come in on deputation. MMRCL handles the applications, but the formal appointment is made by the Ministry of Housing and Urban Affairs (MoHUA).

Service Conditions and Caveats

• Tenure: Deputation for three years, which can be extended by another two years.
• APAR benchmark: You need a grading of at least 8.0 in each of your last five APARs, and your integrity must be beyond doubt. Where number grading is not used, 'Very Good' is accepted.
• Clean record: If any major or minor penalty was ever imposed on you after disciplinary proceedings, you cannot apply.
• Cooling-off rule: Officers already working in MMRCL are not considered. You also should not have worked in MMRCL, in any role with direct official dealings with the company, in the preceding three years.
• Joining penalty: If you are selected and do not join within the prescribed time, the appointment is cancelled and you are debarred from all postings in Metro/RRTS companies for five years.
• Preference: Officers with experience in technical Group-A disciplines, especially the engineering disciplines of the Railways, get preference.
• Right to cancel: The Ministry and MMRCL management decide on every application, and MMRCL can cancel or amend the advertisement.

You must apply in both online and offline modes. The hard copy has to come through proper channel, because the post is on deputation. Your forwarding authority sends it along with the Annexure C cadre clearance certificate, vigilance and integrity clearance, and your APAR copies.

• Review MMRCL's rules and procedures to reduce the scope for corruption and malpractice
• Identify corruption-prone areas and keep watch on staff posted there
• Plan and carry out surprise and regular inspections to catch system failures
• Track compliance with conduct rules such as annual property returns, gifts and benami transactions
• Decide whether a case has a vigilance angle and move vigilance cases quickly through every stage
• Check that charge-sheets, witness lists and documents are prepared properly and inquiries finish on time
• Assist the CBI in its investigations and handle writ petitions filed by accused officers
• Send timely returns to the Ministry and review vigilance arrangements from time to time
