Meghalaya DCA (DILRMP & NAKSHA) Recruitment 2026 - 3 Posts
The District Council Affairs (DCA) Department, Government of Meghalaya, has released notification No. DCA.71/2026/274 dated 1 July 2026 to fill 3 contractual posts under the Digital Land Records Modernization Programme (DILRMP) and the NAKSHA Project. These projects are run by the Department of Land Resources, Ministry of Rural Development, Government of India, and focus on modern geospatial work such as cadastral digitization, high-resolution mapping and drone (UAV) surveys. The work is based at the Programme Management Unit (PMU) in Shillong. The engagement is initially for one year and can be extended every year up to 5 years (till 2031) based on your performance and the project.

Who Can Apply?
Project Manager (Rs. 90,000/month):
- Qualification: Postgraduate degree in Geoinformatics, Remote Sensing, Geography, Geology, Geomatics Engineering, Civil Engineering, Planning, Management or a related subject.
- Experience: At least 5 years of professional experience, including 3 years in project management or team leadership in GIS, Remote Sensing, Land Records Modernization or Surveying.
- Skills: You should be good at managing teams, coordinating with stakeholders and running government projects. Knowledge of cadastral mapping and land governance systems is preferred.
Field & Lab Assistant (Rs. 35,000/month):
- Qualification: Bachelor's degree in Geography, Geology, GIS, Remote Sensing, Geomatics, Environmental Science, Land Management, Civil Engineering, Surveying or a related subject.
- Experience: At least 1 year in field surveys, GIS mapping, cadastral mapping or land records work. Freshers with strong technical skills (QGIS/ArcGIS, GPS/GNSS, UAV, Total Station) may also be considered.
- Desirable: A Diploma or Certificate in GIS, Remote Sensing, Surveying or Computer Applications.
Age Limit
- Your age should not be more than 45 years as on the last date of application (31 July 2026).
Salary
- Project Manager: Rs. 90,000 per month (consolidated).
- Field & Lab Assistant: Rs. 35,000 per month (consolidated).
- These are fixed monthly amounts. This is a contract post and does not give any right to a permanent government job.

Responsibilities
- Carry out field surveys, GPS/GNSS data collection and ground truth verification
- Support cadastral mapping, digitization and geo-referencing of land records
- Assist with UAV (drone) survey operations and geospatial data validation
- Prepare GIS maps, thematic maps, field reports and project documentation
- Coordinate with revenue officials, village authorities and survey teams
- Maintain quality control (QA/QC) of field and spatial data
- Manage project records, equipment logs and survey inventories
Eligibility Criteria
Minimum Qualification
Bachelor's degree in Geography, Geology, GIS, Remote Sensing, Geomatics, Environmental Science, Civil Engineering, Surveying or a related discipline (Project Manager needs a postgraduate degree)
Preferred Qualification
Diploma or Certificate in GIS, Remote Sensing, Surveying or Computer Applications
Required Skills
