India Optel Limited (IOL), a Government of India Enterprise under the Ministry of Defence, has announced recruitment for 16 posts in its Finance and Accounts division. IOL is headquartered at Raipur, Dehradun (Uttarakhand) and is India's market leader in manufacturing Optical and Opto-Electronics Sights, Systems, and Cables for military and para-military forces. There is no written exam and no application fee — selection is through personal interview and document verification. These are Fixed Term Contract positions for up to 2 years, extendable to 5 years based on performance.

Category-wise: All posts are Unreserved (UR). For Junior Project Manager, reservation applies: 07-UR, 02-SC, 01-ST, 02-OBC (NCL), 01-ExSM.

Who Can Apply?

For Junior Project Manager (Finance & Accounts):

• Qualification: B.Com or M.Com from a recognized university, OR CA (Intermediate) from ICAI, OR CMA (Intermediate) from ICMAI, OR CS (Intermediate) from ICSI.
• Experience: For B.Com holders — minimum 8 years. For M.Com holders — minimum 5 years. For CA/CMA/CS (Intermediate) — minimum 5 years. All in Finance & Accounts.
• Skills: Proficiency in Tally Software is mandatory.

For Senior Project Manager (Finance & Accounts):

• Qualification: CA from ICAI or CMA from ICMAI.
• Experience: Minimum 9 years post-qualification experience in Finance & Accounts, covering Financial Management, Indian Accounting Standards, Audit, Cost & Budgetary Control, Working Capital Management, and Taxation.

For Divisional Project Manager (Finance & Accounts):

• Qualification: CA from ICAI or CMA from ICMAI.
• Experience: Minimum 12 years post-qualification experience in Finance & Accounts, covering Financial Management, Indian Accounting Standards, Audit, Cost & Budgetary Control, Working Capital Management, and Taxation.

For Consultant (Finance):

• Eligibility: You must have retired from a PSU at E-8 or E-9 grade.
• Qualification: B.Com, B.Sc, B.Tech, or M.Com from a recognized university. CA, CMA, LLB, or MBA in Finance is preferred.
• Experience: Minimum 30 years in Finance & Accounts covering Internal Audit, Internal Financial Controls, Accounting, Regulatory Compliance, Project Finance, Cost Controlling, Budgeting, and Treasury Management.

Age Limit

• Junior Project Manager: 18 to 35 years as on closing date of advertisement.
• Senior Project Manager: 18 to 40 years as on closing date of advertisement.
• Divisional Project Manager: 18 to 45 years as on closing date of advertisement.
• Consultant (Finance): 58 to 62 years as on closing date of advertisement.
• Age Relaxation: Applicable for SC/ST/OBC (NCL)/PwBD/EWS/Ex-Servicemen as per Government of India directives.

Salary

• Junior Project Manager: Pay Level Rs 30,000 to Rs 1,20,000 per month plus IDA, HRA, and Medical Allowance.
• Senior Project Manager: Pay Level Rs 70,000 to Rs 2,00,000 per month plus IDA, HRA, and Medical Allowance.
• Divisional Project Manager: Pay Level Rs 80,000 to Rs 2,20,000 per month plus IDA, HRA, and Medical Allowance.
• Consultant (Finance): Consolidated Rs 1,30,000 per month (all inclusive, no separate HRA or TA).
• Annual increment of 3% of basic pay for contract employees (except Consultant).
• Medical Allowance at Rs 1,500 per month.

Selection Process (No Written Exam)

Selection will be done in 2 stages:

1. Document Verification: Your original certificates will be verified before the interview. Any shortcomings in documents will lead to rejection.
2. Personal Interview: Selection is based on your performance in the interview and how well you meet the qualification and experience criteria. Shortlisting for interview is provisional and final engagement depends on your interview performance.

Note: No virtual or online interviews will be conducted. You must attend the interview in person.

• Record accounting entries in Tally ERP for sales, purchases, receipts, payments, and statutory dues
• Prepare and file GST returns, TDS returns, and Income Tax returns on time
• Handle financial planning, budgeting, and cost analysis for the organization
• Manage internal audits and coordinate with statutory auditors and C&AG
• Prepare monthly, quarterly, and annual financial statements as per Indian Accounting Standards
• Handle receivable management, vendor payments, and TDS compliance
• Assist in preparation of annual budgets, revised estimates, and financial forecasts
• Maintain proper records of vouchers, contractor registers, and cash books with supporting documents
