District Legal Services Authority (DLSA) Narnaul is hiring 3 Legal Aid Defense Counsel — 1 Chief Legal Aid Defense Counsel and 2 Deputy Legal Aid Defense Counsels — on a contractual full-time basis. The District Legal Services Authority (DLSA), Narnaul, District Mahendergarh, Haryana has issued a notice inviting applications for contractual engagement of full-time legal aid lawyers under the Legal Aid Defence Counsel Scheme. This scheme is administered under the National Legal Services Authority (NALSA) guidelines. Selected lawyers will work exclusively for the DLSA — they will not be permitted to take private cases or any other retainership during the engagement period. The initial engagement is for 2 years, extendable year to year based on performance.

Who Can Apply?

For Chief Legal Aid Defense Counsel (1 Post):

  • Qualification: Law degree (LLB) from a recognized university — enrolled as an advocate with the Bar Council
  • Experience: Minimum 10 years of practice in criminal law
  • Trial Experience: Must have handled at least 25 criminal trials in Sessions Courts (relaxation possible in appropriate cases as approved by the Executive Chairperson, HALSA)
  • Other Skills: Excellent oral and written communication, thorough understanding of criminal law and ethical duties of a defence counsel, ability to lead a team, computer knowledge (preferable)

For Deputy Legal Aid Defense Counsel (2 Posts):

  • Qualification: Law degree (LLB) from a recognized university — enrolled as an advocate with the Bar Council
  • Experience: Minimum 7 years of practice in criminal law
  • Trial Experience: Must have handled at least 15 criminal trials in Sessions Courts (relaxation possible as approved by HALSA)
  • Other Skills: Skill in legal research, IT knowledge, excellent communication, understanding of defence counsel duties

Candidates already engaged as Legal Aid Defence Counsels are eligible to apply for a higher post than they currently hold.

Honorarium (Monthly)

  • Chief Legal Aid Defense Counsel: Rs. 70,000/month (Class-C district rate for Narnaul)
  • Deputy Legal Aid Defense Counsel: Rs. 50,000/month (Class-C district rate for Narnaul)
  • Reference: Class-A districts (Faridabad) pay Rs. 90,000/Rs. 70,000; Class-B districts pay Rs. 80,000/Rs. 60,000 for the same posts
  • This is a contractual engagement — honorarium is as per NALSA/HALSA guidelines

Selection Process

Responsibilities

  • Conduct criminal trials, appeals, and bail matters in courts on behalf of legal aid clients
  • Assign and supervise duties of Deputy and Assistant Legal Aid Defence Counsels in the office
  • Prepare and execute effective defence strategies through thorough legal research for each case
  • Maintain complete and up-to-date case files and records of all legal aid seekers
  • Ensure proper documentation of legal aid assistance provided and progress of cases
  • Conduct client interviews and keep clients and their family members updated on case progress
  • Visit prisons and handle remand work, bail applications as assigned
  • Guide law students and assistant counsel attached to the office in legal research

Eligibility Criteria

Minimum Qualification

LLB (Law Degree) with enrollment as Advocate under Bar Council

Preferred Qualification

LLM degree; experience in Sessions Court trials; computer knowledge

Pay Scale
