The Office of the Collector (Women & Child Development Department), District Raigarh, Chhattisgarh has released a notice for 2 contractual posts to run the Child Helpline 1098 service in the district under the central Mission Vatsalya scheme. Child Helpline 1098 is a 24-hour free phone service that helps children in need of care and protection. This is a project-based contract role that runs as long as the scheme continues, with an initial term of up to 3 years.

Who Can Apply?

Counsellor (Rs. 25,000/month)

• Qualification: Graduation degree in Social Work, Social Science, Psychology, or Counselling from a recognised university OR a Post Graduate Diploma in Counselling and Communication.
• Computer Skills: You must have good computer knowledge and be able to work in MS Office.
• Experience: You need 1 year of work experience in the field of women and child welfare in a government or ASHA-linked institution.

Child Helpline Supervisor (Rs. 22,000/month)

• Qualification: Graduation degree in Social Work, Computer Science / Information Technology, Community Science, Sociology, or Social Science from a recognised university.
• Computer Skills: You must have good computer knowledge and be able to work in MS Office.
• Experience: Candidates with experience will be given preference.

Common Requirements (Both Posts)

• You must be a local resident (domicile) of Chhattisgarh — a residence certificate from the competent authority is mandatory.
• Candidates with experience in the field of emergency helpline work will be given preference for both posts.

Age Limit

• You must be between 21 and 35 years old as on 1 January 2026.
• Age Relaxation: Relaxation in upper age limit is allowed as per Chhattisgarh Government rules from time to time, but the total relaxation cannot take the maximum age above 45 years.
• A birth certificate or 10th class marksheet will be accepted as age proof.

Salary

• Counsellor: Fixed consolidated salary of Rs. 25,000 per month.
• Child Helpline Supervisor: Fixed consolidated salary of Rs. 22,000 per month.
• This is a fixed monthly amount — no separate DA, HRA, or other allowances are paid.

Selection Process

Selection is done in the following steps:

1. Merit List (Numerical Scoring): A merit list is prepared by giving 60% weight to your marks in the minimum qualifying degree, up to 10 marks for experience (2 marks per year beyond the minimum), and up to 10 bonus marks for emergency helpline experience (2 marks per year).
2. Skill Test and Interview (20 marks): The top candidates in a 1:5 ratio per post are called. Where both a skill test and interview are held, 10 marks are for the skill test and 10 marks for the interview.
3. Document Verification: You must bring original documents and self-attested copies.

No travel allowance is paid for attending the skill test or interview.

Important Things to Know

• This is a fully contractual and temporary appointment tied to the duration of the Mission Vatsalya scheme. If the scheme ends, the post ends too, and the department holds no further responsibility for the staff.
• The first appointment is for a maximum of 3 years. Based on a yearly performance review and the recommendation of the controlling officer, the District Collector can extend the contract once.
• Either side can end the contract by giving one month’s notice or one month’s salary in place of notice. In special cases the service can be ended without notice.
• If you marry against the prescribed minimum legal age, or marry someone who already has a living spouse, you are not eligible for the post.
• If you are selected, you must submit a notarised affidavit on a Rs. 50 stamp paper at the time of joining.
• For each post, a waiting list of up to 3 candidates (or 25% of posts) is kept valid for 1 year from the date the merit list is published.
• The District Collector (Chairperson, District Child Welfare and Protection Committee) is the appointing authority, and the committee’s decision on your experience and selection is final.

• Attend calls on the Child Helpline 1098 number and respond to children in need of care and protection
• Counsel children and families and connect them to rescue, shelter, and rehabilitation services
• Coordinate with the District Child Protection Unit, police, and Child Welfare Committee for follow-up action
• Maintain case records, call logs, and reports in the helpline software
• Work in shifts, including night duty, to keep the 24-hour helpline running
• Supervise field response and guide the helpline team on each case (Supervisor)
• Prepare daily and monthly reports for the District Programme Officer
