Chandigarh Institute for Transformation Team Leader & Sector Expert Recruitment 2026 - 4 Posts

The Chandigarh Institute for Transformation, set up under the aegis of the Planning & Evaluation Organization, Finance Department, Chandigarh Administration, has invited applications for 4 expert positions to support Chandigarh's development planning under NITI Aayog's State Support Mission. The Institute works closely with a Lead Knowledge Institution (LKI) and NITI Aayog to align UT Chandigarh's development roadmap with national best practices, and partners with institutions like ISB, PEC, and Panjab University for sector research. The roles cover urban infrastructure & mobility, environment & eco-tourism, and monitoring & evaluation of government schemes. All posts are purely contractual, initially up to 30 September 2026 and extendable till FY 2030-31 subject to Expenditure Finance Committee approval. Experienced professionals from planning, policy, or development management backgrounds are encouraged to apply.

Who Can Apply?

Team Leader (Rs. 1,50,000/month):

• Qualification: Master's in Economics or MBA or Post Graduate Diploma in Management (PGDM) or equivalent
• Experience: Minimum 10 years of relevant field experience, preferably with State/UT government work in project management, monitoring & evaluation, or policy advocacy

Sector Expert I - Urban Infrastructure, Planning, Transport & Mobility (Rs. 1,00,000/month):

• Qualification: Master's in Architecture or MBA/PGDM or Master's in Regional Planning, Urban Infrastructure, or Transport & Mobility
• Experience: Minimum 8 years of relevant experience

Sector Expert II - Environment, Climate Action & Eco-Tourism (Rs. 1,00,000/month):

• Qualification: Master's in Engineering or MBA/PGDM or Master's in Environment or Climate Action
• Experience: Minimum 8 years of relevant experience

Monitoring and Evaluation Expert (Rs. 1,00,000/month):

• Qualification: Master's in Economics, Social Sciences, Public Policy, International Development, Monitoring & Evaluation, Project Management, Public Administration, or any discipline with strong familiarity in M&E methodologies
• Experience: Minimum 8 years of relevant experience, preferably in Monitoring and Evaluation projects

Additional Skills Needed (All Posts):

• Experience in stakeholder management and drafting detailed project reports
• Prior experience working with Government or international organizations is desirable
• Strong analytical, problem-solving, and IT skills

For all posts, internship or training experience will not count towards the required years of experience. You need excellent written and verbal skills in English and Hindi for every post.

Age Limit

• You should be below 50 years of age as on the date of advertisement (27 July 2026) for all four posts.

Salary

• Team Leader: Rs. 1,50,000 per month (consolidated, inclusive of all)
• Sector Expert I, Sector Expert II, and Monitoring & Evaluation Expert: Rs. 1,00,000 per month each (consolidated, inclusive of all)
• You also get Chandigarh Administration's enlisted holidays plus 18 days of paid leave in the year.

Selection Process

Selection is on a contractual, open-market basis. The Planning & Evaluation Organization reviews your application, educational qualifications, professional experience, and testimonials, and eligible candidates are taken forward as per the recruitment process communicated by the department.
