AIC STPINEXT Initiatives has released Employment Notice No. STPI/GH/STPINEXT/OCTANE/131/2022/A for the position of Chief Operating Officer (COO) at the OCTANE CoE in Guwahati. The vacancy is on a contract basis for 3 years or co-terminus with the CoE, whichever is earlier, and renewal may be considered based on performance and project tenure. • Preferred Profile: Senior-level experience with government departments, agencies, private sector, venture capitalists or fundraising for non-profit organisations will be useful.

Age Limit

• Maximum age: below 45 years.
• Age will be counted as on the last date of receipt of applications, which is 18 June 2026.
• Relaxation may be given for deserving candidates, as stated in the notification.

Salary

• Monthly compensation: Rs. 1,50,000 per month.
• The compensation is subject to provisions in the DPR and may have relaxation as per industry standards for deserving candidates.
• The appointment is contractual, so regular government pay matrix benefits are not mentioned.

What the COO Role Involves

The COO will work with the CEO and STPI Jurisdictional Director to build the vision, strategy and business model for the OCTANE CoE. This is a senior startup-incubation role where you need to combine operations, ecosystem building, mentoring and stakeholder management.

• Strategy: Give direction to the CoE and help it become a key player in domain-centric incubation and acceleration.
• Startup Support: Identify, attract and nurture startups, and help them convert ideas into products, IP and commercial outcomes.
• Outreach: Run awareness drives, marketing campaigns, hackathons, makeathons, open challenges and startup recruitment processes.
• Partnerships: Build strong relationships with government, industry, academia, labs, incubators, mentors, investors and service providers.
• Operations: Plan activities, manage budgets, monitor targets, maintain compliance and report progress to the CEO and project stakeholders.

The notification also expects strong presentation, verbal and written communication skills, business acumen, and familiarity with emerging technologies such as AI, IoT, machine learning, analytics, blockchain, health informatics, medical technologies and medical electronics.

Selection Process (No Written Exam)

The selection process will happen in three main stages.

1. Application Screening: Applications received by the last date will be checked by a Screening Committee.
2. Shortlisting: Candidates meeting the qualification, age and experience criteria may be screened in.
3. Personal Interview: Shortlisted candidates will be called before the Search-cum-Selection Committee on the scheduled date and time.
4. Final Recommendation: The committee will recommend the selected candidate or panel of candidates in order of merit.

No TA/DA will be given for appearing in the interview.
