About This Job

The State Mission Directorate of PMAY-HFA (Urban) Assam is hiring 10 experts for the City Level Technical Cell (CLTC) under Pradhan Mantri Awas Yojana - Urban 2.0. If you have a Post Graduate degree with 5 years experience or a Graduate degree with 3 years experience in the right field, you can apply offline or by email. PMAY-HFA Urban Assam Expert Recruitment 2026 - 10 Posts

The Mission Directorate, Pradhan Mantri Awas Yojana - Housing for All (Urban), Dispur, Guwahati has released advertisement number PMAY-U2.0/Rect/419/2026/5-6 dated 13 May 2026 for 10 City Level Technical Cell (CLTC) expert posts across three streams - MIS/IT, Social Development, and Financial Management & Accounting. Only shortlisted candidates will be called for the Walk-in Interview at the State Mission Directorate office in Dispur, Guwahati. Selected candidates may be posted in any Urban Local Body (ULB) under Assam as per project requirement.

Who Can Apply?

MIS/IT Expert (3 posts)

  • Qualification: Degree/Diploma in Computer Science or Electronics, or MCA / PGDCA / Mathematics / Statistics
  • Experience: Post Graduate with minimum 5 years OR Graduate with 3 years
  • Preferred Skills: MIS tools, project management software, database management software
  • Experience in Government, semi-Government, autonomous bodies, or private companies of repute

Social Development Expert (4 posts)

  • Qualification: Required degree in Social Sciences (Sociology / Anthropology / Psychology) or Social Work / Development Studies / Community Development / Public Policy / Human Resource Development / Public Administration
  • Experience: Post Graduate with minimum 5 years OR Graduate with 3 years
  • Experience in urban development sector preferred
  • Experience in designing, implementing and evaluating Capacity Building activities (preferably in municipal environment)

Financial Management & Accounting Expert (3 posts)

  • Qualification: Degree in Finance / Accounting, or M.Com / B.Com / MBA in Finance
  • Experience: Post Graduate with minimum 5 years OR Graduate with 3 years
  • Municipal finance experience required
  • Experience of dealing with Banks/PLIs is an added advantage

Salary

  • Salary will be paid as per PMAY-U 2.0 norms for CLTC experts
  • Engagement is on a consolidated monthly remuneration basis
  • The exact pay package will be confirmed at the time of selection

The selection happens in these steps:

Responsibilities

  • Handle all data entry on the PMAY-U 2.0 unified web portal and upload required documents
  • Support Urban Local Bodies (ULBs) in coordinating and monitoring housing demand surveys
  • Manage geotagging of housing projects and progress tracking
  • Develop Capacity Building modules for ULBs on PMAY-U 2.0 components
  • Organise training programmes and bring in resource persons for sessions
  • Help ULBs identify finance options for urban infrastructure
  • Maintain records of fund release using PFMS / SNA Sparsh modules
  • Prepare and submit Utilization Certificates against fund released

Eligibility Criteria

Minimum Qualification

Graduate / Post Graduate degree in relevant field (Computer Science / Social Sciences / Finance) with 3-5 years experience

Preferred Qualification

Post Graduate with 5 years experience in Government, semi-Government, autonomous bodies, or reputed private companies

Required Skills

MIS tools, database management, project management software, capacity building, municipal finance, PFMS/SNA Sparsh modules
