Maharashtra Institution for Transformation (MITRA) is adding a senior Environment Specialist to its Environmental and Social Cell and Knowledge Management PMU in Mumbai. The immediate focus is the World Bank-assisted Maharashtra Urban Water Supply, Sanitation and Reuse Program, where environmental frameworks must move from paper into day-to-day project decisions. The specialist will also support other MITRA programmes, so this is an institution-wide advisory role rather than a position tied to one narrow technical study. The key value of the assignment is practical environmental governance: helping project teams recognise risks early, reflect safeguards in designs and contracts, and follow corrective actions until they are closed.

The role sits between policy, engineering and field implementation. You will work with programme units, urban local bodies, line departments and development partners, translating environmental requirements into tools that busy delivery teams can actually use. Its portfolio view also matters: information from site visits, contractor reports and implementing agencies must be brought together so MITRA can see recurring gaps and respond consistently. Strong drafting and coordination are central to the job, because review comments, mission briefs, dashboards and management updates all need to be technically sound and easy for decision-makers to act on.

Service Conditions and Caveats

• Initial tenure: the contract is for 3 years. An extension may be considered only when performance is satisfactory, the programme still needs the role, funds remain available and the competent authority approves it.
• Contract status: this engagement does not create a right to a regular post in MITRA or the Government of Maharashtra. The organisation may modify, cancel or withdraw the recruitment process.
• Place and travel: your base will be MITRA, Mumbai, with field travel and coordination across MUWREP and other programmes whenever the assignment requires it.
• Reporting line: the specialist reports to the Deputy Program Manager for MUWREP and works through the Environmental and Social Cell and the Knowledge Management PMU.
• Stakeholder reach: you may coordinate with PIUs, ULBs, government departments, consultants, contractors, regulatory agencies and World Bank or other development-partner teams. The role needs confident technical judgement without losing sight of implementation constraints.
• Institution building: the assignment includes leaving behind usable SOPs, templates, checklists, guidance and a maintained environmental knowledge repository, not just producing one-off reports.
• Document checks: original records will be checked before engagement, and canvassing can lead to disqualification. The competent authority's decision on the recruitment is final.
