National Health Systems Resource Centre (NHSRC) is recruiting a Senior Consultant on contract for the National Urban Health Mission (NUHM) in the Ministry of Health and Family Welfare. The mission focuses on making quality healthcare more accessible to people in urban areas, especially poor households and vulnerable groups.

This role sits within the mission's central programme support arrangement, connecting the ministry with states, Union Territories and urban local bodies. If you join, your work will support that shared programme, including its links with private, charitable and not-for-profit organisations in urban primary healthcare.

Service Conditions and Caveats

• Contract period: The appointment is for one year. Keep this fixed period in mind when considering the role, because the terms describe a contractual engagement supporting the mission.
• Probation: The appointment includes a three-month probation period. This forms part of the stated contract arrangement and applies from the beginning of your engagement.
• Extension: The notice allows a possible extension based on performance and other relevant conditions. You should not treat an extension as automatic when planning around the initial contract.
• Duty station and travel: Your base will be New Delhi, but the assignment includes visits across the country. The Delhi location therefore comes with a field-travel commitment as part of the programme.
• Reporting: You will report to the Director, Deputy Secretary or Deputy Commissioner concerned with NUHM. This places the role within the mission's stated reporting arrangement.
• Ending the contract: If you resign, or the ministry removes you, the consultant or ministry must give one month's notice, as applicable.

• Advise states on planning, carrying out and monitoring urban health activities.
• Help states develop urban primary healthcare projects involving private, charitable and not-for-profit organisations.
• Support bid documents, contract design, monitoring frameworks and key performance indicators.
• Review gaps in implementation and contribute to State Programme Implementation Plans.
• Visit states, record findings and follow up on recommendations for improving services.
• Develop training frameworks, guidelines and learning materials for national, state and city teams.
• Coordinate with government officials, development partners and state nodal officers.
• Analyse facility data and prepare databases, policy briefs, reports and presentations.
