National Health Systems Resource Centre (NHSRC) is recruiting a Finance Data Analyst on behalf of the Ministry of Health & Family Welfare in New Delhi. The contractual role sits in the National Health Mission (NHM) Finance Division, within its Financial Management Group. It supports the financial systems behind a national programme focused on public health delivery, particularly in rural areas.

The post reports to Director/DS (NHM-Finance), US (NHM-Finance) and the Finance Controller. Your work connects financial information from states and Union Territories with the central team that monitors NHM funds. The notice places this role within technical support for programme implementation and financial monitoring.

Service Conditions and Caveats

• Initial contract: The stated initial term runs up to 31 March 2027. An extension depends on your performance and the division’s continuing need for the role.
• Probation: The first three months are on probation. The notice also refers to continuation for a full year after satisfactory performance; read this alongside the stated initial end date and the final consultancy agreement.
• Renewal: Further renewal rests with the Ministry of Health & Family Welfare. It is not an automatic part of the appointment.
• Ending the contract: Either you or the organisation can end the consultancy by giving one month’s written notice.
• Travel: You must be ready for extensive visits to states, districts, blocks and villages. The New Delhi base therefore comes with travel beyond the office.
• Agreement terms: Benefits are limited to those expressly covered by the consultancy agreement. The notice excludes any automatic entitlement to subsidy, compensation or pension.
• Tax: The consultancy is taxable, and taxes charged on your earnings are not reimbursed.

• Consolidate and safeguard financial data received from states and Union Territories.
• Compile NHM fund releases, utilisation, matching state-share implementation and financial reports.
• Check source data and build a reliable financial database.
• Analyse allocations, releases and expenditure across budget heads, divisions, states and reporting periods.
• Provide data for Parliament questions, information requests, grievances, budget matters and audits.
• Suggest improvements to state finance, accounting and data processes.
• Train state teams in data management and join NHM review visits.
• Update ministry website content and upload sanction orders.
