UPSC APFC Recruitment 2026: Overview

Union Public Service Commission (UPSC) is filling posts of Assistant Provident Fund Commissioner in the Employees' Provident Fund Organisation (EPFO) under the Ministry of Labour and Employment. This is a Group 'A', Central Board, Non-Ministerial post carrying All India Service liability — selected officers can be posted anywhere in the country, though the post itself is headquartered in New Delhi. The role covers EPFO's core functions — enforcement, recovery, claims settlement, accounts, legal work and pension administration — so it suits graduates comfortable with statutory and administrative responsibilities. UPSC issues this as a Special Advertisement, outside its usual annual exam calendar, whenever a department like EPFO needs direct recruitment by selection rather than through one of the Commission's standard exams.

Service Conditions and Caveats

  • Probation: One year from the date of appointment.
  • Posting liability: The post carries All India Service liability; you can be posted to any EPFO office in the country.
  • EPFO status: EPFO is a statutory body under the Ministry of Labour and Employment, so applicable DoPT instructions on leave salary and pension contribution apply alongside EPFO's own service rules.
  • Pension scheme: Covered under the National Pension System (NPS) with effect from 1 January 2004.
  • Qualification relaxation: UPSC may relax the educational qualification at its discretion for otherwise well-qualified candidates, and the experience requirement is relaxable for SC/ST candidates if enough suitable candidates aren't available.
  • Accuracy matters: filling in wrong details in your online application can get you rejected at the computer-based shortlisting stage, and the Commission can debar you from future UPSC recruitments too.

Application Submission Notes

You apply entirely online through UPSC's ORA portal (upsconline.nic.in/ora). Registration happens in stages — account creation, a Universal Registration, the Common Application Form, and then the post-specific application module for this vacancy, which stays open only during this notified window. Once you register, you get a Universal Registration Number (URN) that stays valid for all future UPSC recruitments, while a separate Application Number is generated specifically for this post. Keep both numbers safe for any future correspondence with the Commission. Go through the detailed instructions available within each module before you start filling the form, so you have your documents ready for upload in advance. UPSC recommends using your Aadhaar card as your ID document for smoother verification, and shortlisted candidates must carry a printout of their online application along with supporting documents to the interview — the date for this will be announced separately.

Responsibilities

  • Handle enforcement action against employers who default on provident fund dues
  • Process recovery proceedings and settle employee provident fund claims
  • Maintain office accounts, cash books and reconcile bank statements
  • Conduct departmental inquiries and legal proceedings related to EPFO matters
  • Prepare MIS returns and administrative reports for the regional office
  • Oversee general administration and pension-related casework
  • Supervise computer-based record keeping and claim-processing systems
