Talcher Fertilizers Limited, a joint venture company of Coal India Limited (CIL), GAIL (India) Limited, Rashtriya Chemicals and Fertilizers Limited (RCFL), and Fertilizer Corporation of India Limited (FCIL), has released Advertisement No. TFL/RECT/EXE/02/2025 for recruiting experienced professionals. TFL is setting up a coal gasification-based fertilizer plant at Talcher, Odisha, which will produce 12.7 Lakh MT of urea per annum. The plant is currently under construction phase, so this is a great time to join.

Who Can Apply?
Chief Manager (Contracts & Procurement)
You need a full-time BE/BTech in any discipline OR an MBA/PG Diploma with specialization in Contracts & Procurement / Materials Management / Supply Chain Management. Minimum 60% marks aggregate. You must have 12 years of post-qualification executive experience in contract and procurement work.
Chief Manager (Finance & Accounts)
You need to be a Chartered Accountant (CA) or Cost Accountant (ICMA). Minimum 12 years of experience in finance and accounts departments.
Chief Manager (Fire & Safety)
You need a full-time BE/BTech in Fire Engineering / Fire & Safety Engineering, OR BE/BTech in Chemical/Mechanical/Electrical Engineering along with a minimum 1-year Diploma in Industrial Safety from a Central/Regional Labour Institute, or M.Tech (Industrial Safety). Minimum 12 years of experience in safety departments of petrochemical/fertilizer/refinery/power plants.
Manager (Company Secretary)
You need ACS from Institute of Company Secretaries of India. A Bachelor Degree in Law is desirable. Minimum 4 years of experience in company secretarial functions. Upper age limit is 35 years.
Manager (Mechanical)
You need a full-time BE/BTech in Mechanical / Production / Manufacturing Engineering with 60% marks. Minimum 4 years of experience in heavy engineering construction/maintenance/commissioning in petrochemical, fertilizer, or similar plants.
Manager (Chemical)
You need a full-time BE/BTech in Petrochemical Technology / Chemical Technology / Chemical Engineering with 60% marks. Minimum 4 years of experience in project commissioning/operation in petrochemical, fertilizer, or similar plants.
Manager (Instrumentation)
You need a full-time BE/BTech in Instrumentation / Instrumentation & Control / Electronics & Instrumentation or related branches with 60% marks. Minimum 4 years of experience in commissioning/maintenance activities in petrochemical, fertilizer, or similar plants.
Manager (Finance & Accounts)
You need to be a Chartered Accountant (CA) or Cost Accountant (ICMA). Minimum 4 years of experience in finance/accounts departments of government organisations, PSUs, or private organisations.

Age is calculated as on 31 December 2025:

Salary
- Chief Manager (E-5 Grade) — Pay Scale: Rs. 80,000 - Rs. 2,20,000 (IDA), Initial Basic Pay: Rs. 80,000, CTC approximately Rs. 24.72 LPA
- Manager (E-3 Grade) — Pay Scale: Rs. 60,000 - Rs. 1,80,000 (IDA), Initial Basic Pay: Rs. 60,000, CTC approximately Rs. 18.55 LPA

Responsibilities
- Handle all contracts, procurement, and materials management activities for the coal gasification fertilizer plant
- Manage financial accounting, budgeting, costing, taxation, and audit functions as per company and government norms
- Monitor fire and safety compliance across the plant, conduct safety audits, and manage emergency response
- Assist with company secretarial functions including board meetings, statutory filings, and compliance with Company Act and SEBI regulations
- Work on mechanical, chemical, and instrumentation systems during plant construction, commissioning, and operation phases
- Prepare reports, MIS data, and documentation for management review and regulatory requirements
- Follow all safety protocols, quality standards, and environmental regulations applicable to fertilizer and chemical plants
- Manage vendor coordination, tender processes, and GEM portal operations for procurement activities

Minimum Qualification
BE/BTech (relevant branch) with 60% marks OR CA/ICMA/ACS depending on post
Preferred Qualification
Experience in Coal Gasification Units / Fertilizer Plants. SAP/GEM Portal experience preferred for Contracts post.
