Maharashtra State Information Commission (SIC) Under Secretary & Section Officer Recruitment 2026 - 3 Posts

The State Information Commission, Maharashtra (Headquarters), Mumbai has invited applications from retired Gazetted officers to fill 1 Under Secretary (Legal) post and 2 Section Officer posts on a contract basis for one year, under Government Resolution (GAD) No. CBE-1525/Pra.Kra.37/Aasthaman(Ka.13) dated 10 June 2025. This is a re-engagement scheme for retired officers — the Under Secretary handles legal drafting and coordination on RTI-related legal matters, while the Section Officers manage the Commission's website, second-appeal portal and annual report compilation.

The Maharashtra State Information Commission is the state's appellate body under the Right to Information Act, 2005 — it hears second appeals when a citizen does not get information from a public authority, or is not satisfied with the reply. Who Can Apply?

Under Secretary (Legal):

  • You must be a retired Group-A (Gazetted) Legal Officer of the Maharashtra Government who last held a post equivalent to Under Secretary (Legal), Pay Level S-23
  • Experience in legal drafting, vetting of bills/rules/notifications and handling court cases is required

Section Officer:

  • You must be a retired Group-B (Gazetted) Section Officer of the Maharashtra Government, Pay Level S-20
  • You need sufficient computer knowledge to handle website updates, the online second-appeal portal, and annual report compilation

Salary

  • Your monthly remuneration will be fixed equal to the pension (with Dearness Allowance) you were receiving at the time of appointment, excluding any commuted portion of your pension.
  • Once fixed, this remuneration stays the same for the full duration of your one-year contract.
  • The Under Secretary (Legal) post is equivalent to Pay Level S-23 (Rs. 67,700 - Rs. 2,08,700) and the Section Officer post is equivalent to Pay Level S-20 (Rs. 56,100 - Rs. 1,77,500) for reference.

Responsibilities

  • Draft and vet proposed bills, rules, notifications and by-laws for the Commission
  • Coordinate legal matters with the General Administration Department, Law and Judiciary Department and other Secretariat departments
  • Register and track court cases, prepare notes and submit them to senior officers for approval
  • Hear and respond to applications related to legal matters under the RTI Act
  • Compile and prepare the Commission's annual report by coordinating with all administrative departments and benches
  • Maintain and update the Commission's website and online second-appeal portal
  • Plan visits to public authorities as required under Section 4 of the RTI Act, 2005

Eligibility Criteria

Minimum Qualification

Retired Group-A (Gazetted) Legal Officer for Under Secretary (Legal); Retired Group-B (Gazetted) Section Officer for Section Officer posts, both from Maharashtra Government service

Preferred Qualification

Experience in legal drafting and court case handling (Under Secretary); computer knowledge for website and portal management (Section Officer)
