Rashtriya Ispat Nigam Limited (RINL) is hiring a Director (Personnel) through the Public Enterprises Selection Board (PESB). This is a Board-level post in a Schedule A Central Public Sector Enterprise under the Ministry of Steel. The pay scale is Rs. 75,000 - Rs. 1,00,000 per month plus allowances. RINL Director (Personnel) Recruitment 2026 - 1 Post

Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant under the Ministry of Steel, has invited applications for the post of Director (Personnel) through PESB. The Director (Personnel) is a member of the Board of Directors and reports to the Chairman and Managing Director. This is a top-level executive position with overall responsibility for Personnel, Human Resource Development and Industrial Relations functions of the company. The vacancy arises on 17 May 2026, and PESB will shortlist candidates for interview.

Who Can Apply?

Age Limit:

  • For internal candidates (working in CPSE): minimum 2 years of residual service as on the date of vacancy
  • For others: minimum 3 years of residual service before superannuation
  • Maximum age: 60 years (superannuation age in CPSEs)

Employment Status (one of the following):

  • Officers from Central Public Sector Enterprises (CPSEs)
  • Officers of the Central Government / Armed Forces / All India Services
  • Executives from the Private Sector (large company experience)

Qualification:

  • You must have a graduate degree with good academic record from a recognised university or institute
  • A postgraduate degree or diploma in Personnel Management, Human Resources, Industrial Relations, Labour Welfare or Business Management is desirable

Experience:

  • You should have at least 5 years of cumulative experience at a senior level during the last 10 years in the area of Personnel and Human Resource Management in a large organisation of repute
  • Experience of handling industrial relations, performance management, organisational development and HR policy formulation is essential

Pay Scale Eligibility:

  • CPSE candidates: Currently holding a regular post one level below the post applied for in the same pay scale, or holding the same post on regular basis in a smaller CPSE
  • Government candidates: Officers holding analogous posts on regular basis, or with at least 2 years of regular service in a post of Joint Secretary level (or equivalent)
  • Private Sector candidates: Should be working at Board level position, or at least at a level immediately below Board level in a company with a turnover of Rs. 500 crore or more

Age Limit

  • You must have at least 2 years residual service (for CPSE candidates) or 3 years residual service (for others) as on the date of vacancy, which is 17 May 2026
  • The age of superannuation in CPSEs is 60 years
  • For candidates from the Central Government, residual service is calculated as per their applicable retirement age

Salary

  • Pay Scale: Rs. 75,000 - Rs. 1,00,000 per month (pre-revised CDA pattern)
  • Plus Dearness Allowance, House Rent Allowance, Perks and other allowances as per CPSE rules
  • You will also get a company car, telephone, residential accommodation and other benefits applicable to Board-level appointees in a Schedule A CPSE
  • Annual performance-related pay and superannuation benefits are admissible

Selection Process

The selection will be done by the Public Enterprises Selection Board (PESB) in the following stages:

  1. Screening of Applications: PESB will scrutinise all applications received and shortlist candidates who meet the eligibility criteria.
  2. Interview by PESB Panel: Shortlisted candidates will be called for a personal interview before the Public Enterprises Selection Board.
  3. Recommendation to ACC: PESB will recommend the most suitable candidate to the Appointments Committee of the Cabinet (ACC) for final approval.
  4. Appointment Order: After ACC approval and security/vigilance clearance, the appointment order is issued by the Ministry of Steel.

Tenure: The appointment is normally for 5 years from the date of joining or till the date of superannuation, whichever is earlier.

Responsibilities

  • Lead the Personnel, HR Development and Industrial Relations functions of RINL as a Board-level Director
  • Frame and implement HR policies, manpower planning and career development strategies for the company
  • Handle industrial relations, wage negotiations, union matters and grievance redressal across plant locations
  • Drive employee engagement, training, performance management and succession planning programmes
  • Ensure compliance with labour laws, statutory rules and Government of India guidelines on personnel matters
  • Advise the Chairman and Managing Director and the Board on all personnel and HR-related decisions
  • Represent the company before bipartite forums, JCMs and government departments on workforce matters

Eligibility Criteria

Minimum Qualification

Graduate degree with good academic record. Postgraduate degree or diploma in Personnel Management / HR / Industrial Relations / Business Management is desirable.

Preferred Qualification

PG degree or diploma in Personnel Management, HR, Industrial Relations, Labour Welfare or Business Management
