The Public Works Roads Department (PWRD), Assam has released a notification for 7 contractual positions under the ADRHRDP, a World Bank-supported project to build disaster-resilient roads across the hill terrain of Assam. These expert roles will support environmental, social and safety compliance across the project's road corridors, working alongside engineers and contractors on-site. Who Can Apply?
Environment Expert (2 posts, Rs. 80,000/month):
- You need a Master's degree in Environmental Planning, Environmental Science, Environmental Engineering, Ecology, Natural Resource Management, Forestry, Biodiversity Conservation, or a related field.
- At least 5 years of relevant experience, preferably on linear infrastructure projects like roads, highways, bridges, tunnels, hill roads, and drainage improvement.
- Experience with the World Bank Environmental and Social Framework (ESF) and EHS Guidelines is required, along with experience in environmental assessments, ESMPs and contractor environmental compliance monitoring.
- Fluency in Assamese and English is mandatory, along with working knowledge of local Assam dialects and GIS/remote-sensing tools.
Social Expert (2 posts, Rs. 80,000/month):
- You need a Master's degree in Sociology, Anthropology, or Social Work.
- Minimum 5 years of experience in the social sector.
- Working knowledge of the Dimasa language is required, along with fluency in Assamese and English.
- You will handle social risk management, stakeholder engagement, grievance redressal, land acquisition and resettlement work for the project.
OHS Expert (2 posts, Rs. 80,000/month):
- You need a Bachelor's degree in Civil, Environmental, Safety, or Mechanical Engineering, or Construction Management. A Master's degree in Occupational Health & Safety is preferred, and a NEBOSH certification can also be considered.
- At least 8 years of experience in construction or linear infrastructure projects such as roads, highways, bridges, tunnels and hill roads.
- You should have practical knowledge of hill-road safety risks like slope cutting, landslides, rockfalls and monsoon-related hazards, and experience with safety inspections, incident investigation and PPE compliance.
Biodiversity Specialist (1 post, Rs. 1,00,000/month):
- You need a Master's degree in Ecology, Environmental Science, Natural Resource Management, Forestry, Wildlife Management, or Biodiversity Conservation.
- Minimum 7 years of experience in biodiversity assessment, conservation planning, or monitoring.
- Experience with World Bank ESF and multilateral development bank projects is required, along with a strong understanding of critical habitat assessment and biodiversity offset strategies.
Age Limit
- You should be below 55 years of age as on 1 August 2026.
Salary
- You will get a consolidated monthly remuneration of Rs. 80,000 for the Environment Expert, Social Expert, and OHS Expert posts.
- The Biodiversity Specialist post pays Rs. 1,00,000 per month (consolidated).
- These are consolidated contractual payments, with no separate DA/HRA mentioned in the notification.
Selection Process
The selection will be done in 2 stages:

Responsibilities
- Conduct environmental and social impact assessments for hill road construction sites
- Monitor contractor compliance with World Bank ESF and EHS guidelines
- Prepare and review Environmental and Social Management Plans (ESMPs) for the project corridors
- Manage stakeholder engagement, grievance redressal, and resettlement activities
- Inspect construction sites for occupational health and safety risks, including slope and landslide hazards
- Assess biodiversity impacts and implement conservation and offset strategies
- Prepare technical reports and documentation for submission to the PMU, PWRD
- Coordinate with project engineers and local communities across Haflong, Maibang, and Guwahati
